<br />City of Sunny Isles Beach: Special Inspection Services <br />RFO No. 11-07-11 <br /> <br />C 2.6 PROFESSIONAL PERMITTING PROCESSOR AND COORDINATION WITH AHJs <br /> <br />URS has a long history of providing environmental design and permitting services to clients throughout the <br />state of Florida. URS staff are highly experienced in providing PD&E studies for major FDOT highway and <br />bridge projects through some of the most environmentally sensitive wetlands and coastal areas in Florida. <br />Personnel from URS under the direction of Mr. Keith Stannard, have been providing FOOT ~istrict VI <br />with Oistrictwide Environmental Permitting Services for over 10 years since 2001. URS Environmental <br />Permitting staff are thoroughly knowledgeable and have strong working relationships with all Agency staff <br />involved in permitting and monitoring of permit compliance of projects of the nature required of this RFP. <br /> <br />URS has thorough working knowledge of federal, state and local regulatory requirements, having provided <br />permitting services on a wide variety of projects in South Florida as well as throughout the country. This <br />knowledge and successful permitting experience is demonstrated by successful completion of the projects <br />previously identified in the Additionally, we have participated and provided support to the response on <br />numerous enforcement activities where Consent Orders or Cease and Desist actions are being brought forth <br />by regulatory agencies. URS staff works with the client (and/or their attorneys) to assure that appropriate <br />negotiations are undertaken to ensure a favorable position <br />for our client's in resolving noncompliance issues for its <br />facility. Having participated in resolving numerous <br />enforcement actions, URS staff has the necessary <br />experience and technical expertise to assist our clients <br />throughout the regulatory process. <br /> <br />CURS has also furnished professional services to gain <br />approvals on a broad range of permitting issues associated <br />with implementation of recommended facility and <br />infrastructure improvements. Permitting activities include <br />construction, operation, and disposal permits with Regulatory Agencies such as the Florida Department of <br />Environmental Protection (FDEP) and US Army Corps of Engineers (USACE); Consumptive use and Right- <br />of-Way permits with the South Florida Water Management District (SFWMD); USACE Dredge and Fill <br />permits; and USEPA National Pollutant Discharge Elimination System (NPDES) permits. Our technical <br />abilities have been recognized by the Federal Government through the participation of staff in the <br />preparation of USEPA guidance documents. Other Florida state agency experience includes Florida <br />Department of Transportation, Department of Community Affairs, and the Fish & Wildlife Conservation <br />Commission. <br /> <br /> <br />Locally, URS is extremely familiar with the Florida Statutes (FS) and the Florida Administrative Code (FAG) <br />and routinely deals with governmental agencies in South Florida on a daily basis for all facets of development <br />reviews, approvals, and permitting, such as: dredge and fill permits, wetland resource permitting, storm water <br />permitting, (NPDES) permitting, etc. Regulatory coordination within Miami Dade County. <br /> <br />c <br /> <br />2-19 I I~' <0 ~, e <br /> <br />URS <br />
