c

c

c

City of Sunny Isles Beach: Special Inspection Services
RFO No. 11-07-11

3.2 STAFFING CONTROL

URS will dedicate the appropriate level of staff to complete delegated assignments and any special or unique
skills required to achieve City's objectives associated with executing the work. URS has a large number of
projects under way at any given time which are too numerous to list in this RFP. Through the Personnel
Resource Allocation Process to be described below, URS has the ability and capacity to shift personnel
staffing resources between projects and local offices to achieve required deliverables and their schedules.

URS management of professional staff is "disciplined based". To accommodate normal fluctuating workloads
and assure proper staffing of all URS projects, the firm follows a four-step resource allocation process:

Personnel Resource Allocation Process:

Step 1: Forecasting - communicates expected project staffing requirements for current and
anticipated projects or task order assignments.

Step 2: Assessment - matches the qualifications and numbers of personnel identified In the
forecasting step with our local and/or database of technical and support personnel resources.

Step 3: Take Action - The Project Manager and Principal in Charge ensures adequate numbers of
qualified, trained personnel are available and assigned to the work. The Project manager and
Principle-In-Charge will work with other state and national office managers to provide necessary
personnel when local or subcontractor staff availability are insufficient to handle projected staffing
levels.

Step 4: Update Forecasting - The Forecasts, Assessment, and Action Steps are repeated routinely
on a regular basis, ensuring an efficient and effective balance allocation and transfer of resources to
assure that project schedules and deliverable dates are achieved.

3-3 I r ~--

URS
