MARCUS, PhD <br />Senior Environmental Scientist <br /> <br />.., <br />. <br /> <br />.., <br /> <br />EXPERIENCE <br />Dr. Marcus has over 33 years of experience preparing socio-economic and cultural resource assessment <br />documents for roadway and bridge improvement projects throughout South Florida. These assessments were <br />done for the Florida Department of Transportation, Miami-Dade Expressway Authority, and the Florida <br />Turnpike Authority. These studies documented existing demographics, community and public services, <br />cultural resources, and historic/archaeological sites. Careful evaluation then documented how these projects <br />would create a change in community demographics, retail, commercial, housing, schools, medical facilities, <br />employment, income, and aesthetic quality of the community. Dr. Marcus also has experience in <br />environmental assessment and regulatory compliance. He has an extensive background in transportation <br />related impact analysis as required by NEPA (Programmatic, Cat-EX Type II, EA/Fonsi and EIS's) and <br />FHW A regulations as well as State Environmental Impact Reports (SEIR) for non-federally funded facilities. <br />His areas of expertise include freshwater and marine ecology, wetlands restoration and enhancement <br />programs, and the preparation of environmental assessments and impact statements; particularly in subtropical <br />and tropical habitats. Dr. Marcus has conducted numerous biological surveys, air and noise investigations, <br />endangered species impact assessments, wetlands delineations, ecological risk assessments, and has prepared a <br />wide variety of permit applications at the Federal, State and local levels. He has conducted over 200 Phase I <br />and Phase II environmental audits and has supervised groundwater and sediment contamination assessments <br />throughout the United States. His compliance experience includes RCRA, CERCLA, CW A, TSCA, FIFRA, <br />OSHA, NEPA, and DOT and was the FOOT District 6 Environmental Administrator earlier in his career. <br />Some of his vast consultant management, contract and/or project experience includes: <br /> <br />. Project Development and Environment (PD&E) Study for the Widening of the Homestead Extension <br />of the Florida Turnpike (HEFT) from SR 874 to SR 836, Turnpike Enterprise - Environmental Project <br />Manager for the development of the support socio-economic and environmental documents, and the <br />corresponding SEIR for this PD&E Study of the 9.5 mile section of the HEFT expanding it from six to ten <br />lanes and evaluating both mixed cash and all electronic toIling options. <br /> <br />. Project Development and Environment (PD&E) Study for the Widening of the Homestead Extension <br />of the Florida Turnpike (HEFT) from SR 836 to East of NW 57th Avenue, Turnpike Enterprise - <br />Environmental Project Manager for the development of the support socio-economic and environmental <br />documents, and the corresponding SEIR for this PD&E Study of this 19 mile section of the HEFT for <br />expansion to eight lanes north of 1-75 and ten lanes south of 1-75. <br /> <br />. Project Development and Environment (PD&E) Study for the SR 836/Dolphin Expressway from NW <br />17th Avenue to 1-95, MDX/FDOT District 6 - Environmental Project Manager for the development of the <br />supporting socio-economic and environmental documents, and the corresponding EA for this PD&E Study. <br /> <br />. Project Development and Environment (PD&E) Study for 1-395 from 1-95 to Biscayne Bay, FDOT <br />District 6 - Environmental Project Manager for the Development of the supporting environmental <br />documents, and the corresponding EIS for this PD&E Study. <br /> <br />. Project Development and Environment (PD&E) Study for 1-95 Managed Lanes from SR 112 to <br />Broward County Line, FDOT District 6 - Environmental Project Manager for the development of the <br />supporting socio-economic and environmental documents, and the corresponding Cat-EX Type II for this <br />PD&E Study for the HOY to HOT lanes conversion. <br /> <br />. Districtwide Environmental Services Contract, FDOT District 6 - Principal Environmental Specialist <br />and Contract Manager operating as an extension of FOOT's Staff for the review of numerous NEPA <br />documents prepared by other consultants. These included Environmental Impact Statements for US I South <br />(18 mile stretch), Tamiami Trail, The Miami Intermodal Center (MIC), and the East-West Corridor. Environmental oversight of FDOT contractors also occurred throughout <br />District 6 on almost every major construction project including all sections ofSR 826 and US I South. <br /> <br />.
