<br />Ms. Carter has over 12 years of professional environmental experience in Florida. Her areas of
<br />expertise include the preparation of NEPA (Programmatic, Cat-EX Type II, EA/Fonsi and EIS's)
<br />documentation and FHW A regulations as well as State Environmental Impact Reports (SEIR) for non-
<br />federally funded facilities. Her experience includes environmental penn it compliance, marine
<br />biological surveys and natural resource assessment, specifically for transportation related projects.
<br />Her PD&E work includes project management and oversight, quality control and the preparation of
<br />environmental documents including advanced notifications, project reevaluations, and environmental
<br />technical reports. Her experience also includes pennitting, Phase 1 audits, water quality monitoring,
<br />endangered species monitoring, and marine biological surveys. Some of her consultant management,

<br />. Districtwide Environmental Services Contract, FDOT District 6 - Senior Environmental
<br />Manager operating as an extension of FOOT's Staff for the review of numerous final design plans,
<br />LAP project plans and pennit applications. She also conducted the environmental impact review
<br />and class of action detennination for over 150 ARRA LAP projects and over 30 scoping reports.
<br />She has completed the Design Change/Construction Advertisement Reevaluation for Red Road,
<br />NW 87th Avenue, Golden Glades Multimodal Transportation Facility (GGMTF), 1-95 Express, US
<br />I South (18 mile stretch), and The Miami Intennodal Center (MIC). She also assisted with the
<br />development of the Design-Build Criteria Package and associated RFP for all segments of US I
<br />South, NW 25th Street Viaduct and the GGMTF.

<br />Manager operating as an extension of FOOT's Staff for the review of hydrology reports, water
<br />quality reports, stonnwater pollution prevention plans and pennit compliance documentation
<br />conducted by other consultants. Environmental oversight of FOOT contractors also occurred
<br />throughout District 6 on almost every major construction project including all sections of SR 826
<br />and US I South.
