The purpose of the attached Ordinance is to reaffirm <br />and clarify that the TOR program is the only mechanism that permits the transfer of the <br />development rights from one property to another property. In other words, air rights (also <br />known as unused development rights on an existing developed property) cannot be used <br />for development purposes under the City Code. Moreover, the amendatory Ordinance <br />requires notice to the City when private parties agree to purchase air rights regarding a <br />particular property. <br /> <br />A TT ACHMENTS: <br />.
