SPECIAL PRESENT A TIONS <br /> <br />None <br /> <br />6. ZONING: ZONING HEARINGS ARE QUASI-JUDICIAL PUBLIC HEARINGS. <br /> <br />6A. Request of Sunny Isles Development Company LLC, Owner of the Property <br />Located at 16901 Collins A venue, Sunny Isles Beach, Florida, for the Following: <br />(SEA) [Hearing #Z2003-16] <br /> <br />1. Pursuant to Section 265-23 of the City of Sunny Isles Beach Land Development <br />Regulations the applicant is requesting to transfer 126,737 feet of development rights. <br /> <br />2. Pursuant to Section 265-18 of the City of Sunny Isles Beach Land Development <br />Regulations the applicant is requesting a site plan approval for a 45-story, 236-unit <br />condominium. <br /> <br />Protests 0 <br /> <br />Waivers <br /> <br />o <br /> <br />Ex-Parte <br /> <br />o <br /> <br />Action: City Clerk Hines read a disclaimer for the Zoning hearing, and read the <br />applicant's name, hearing number, location and then administered the oath to the <br />witnesses for the Zoning hearing. Planning and Zoning Administrator Jorge Vera <br />reported. <br /> <br />Public Speakers: Isaac Kodsi, owner; Charles Sieger, Architect; Mary Ann Eicke <br /> <br />Isaac Kodsi, owner of the property, introduced Charles Sieger, Architect, who presented a <br />rendering of the project. Mr. Sieger said the difference between no TDRs and TDRs is <br />nine floors, nothing else would change at the base other than the height. Vice Mayor <br />Goodman asked how high is the garage, and Mr. Sieger said it is four floors and is <br />completely enclosed behind the fa~ade, it is at a traffic light, and has one driveway. Vice <br />Mayor Goodman asked if a shower would be provided and Mr. Sieger said that they <br />would install a shower in the beach park, and Vice Mayor Goodman said it could be at the <br />end of the Beach Access. Commissioner Thaler asked if they had all the TDRs, and Mr. <br />Sieger said they would be placed before a permit can be issued, and that the owners are <br />actively seeking to purchase the TDRs. <br /> <br />Planning and Zoning Administrator Jorge Vera reported noting the traffic comments on <br />page 30, #1, and Page 34, other conditions #4, regarding the traffic study. Commissioner <br />Thaler asked about the traffic study, and Mr. Sieger went over the site plan. Vice Mayor <br />Goodman asked when they anticipate starting construction on this building and Mr. Sieger <br />said early next year. <br /> <br />Deputy City Attorney Ottinot clarified that Condition No.6, based on the discussion at the <br /> <br />2 <br />
