C I T Y OF S U N N Y I S L E S B E A C <br />T R A F F 1 C E N G I N E E R I N G S E R V 1 C E S <br />• BETWEEN RJ BEHAR AND UTILITY COMPANIES /PERMITTING AGENCIES — RJ Behar will develop a <br />distribution list for each utility company and permitting agencies. Meeting with the permitting agencies will be <br />held as soon as the concept is developed. Utility contacts will be made as soon as topographic features and <br />right of way lines are plotted. Ongoing coordination will be maintained with all of the agencies. It is important <br />to note that we propose to have a kick -off meeting at the beginning of the task with the City's Project <br />Manager, our key staff and subconsultants. This meeting will insure that the project gets started on the "right <br />foot ". The scope, work plan, schedules, and understanding of the task should be discussed and any major <br />issues identified up- front. <br />• BETWEEN RJ BEHAR AND PRIVATE STAKEHOLDERS — RJ Behar will, through the City, coordinate with the private <br />stakeholders involved. We will organize public meetings, one -on -one meetings, conference calls and <br />preparing presentations. We will make ourselves available to provide the services that the City needs. On <br />all public meetings we will keep minutes, or recordings as needed to document these meetings. <br />QUALITY CONTROL AND <br />QUALITY ASSURANCE <br />QUALITY CONTROL — Project efforts can be ineffective and time consuming if accomplished incorrectly. Our <br />proactive philosophy emphasizes the early resolution <br />of project issues: An on -going quality control process <br />goes a long way identifying these key issues early. <br />RJ Behar will ensure the quality of its product. We <br />strongly believe that we are solely accountable for the <br />delivered product, including the quality of our sub <br />consultants' product. Providing for these will assure the City the <br />quality it is paying for. All these <br />steps will require an initialed and dated by the <br />individual(s) involved: <br />CONSTRUCTABILITY REVIEW — Mr. Juan H. Vazquez, PE, PH, BCEE will lead our constructability reviews. He <br />has been involved in civil and environmental design engineering and inspection projects for over 26 years. He <br />will be reviewing the plans from the contractor's perspective. He will be looking for lack of consistency between <br />plans, specs, utility agreements, and permit agreements. He will ensure that all pay items are accounted for, <br />check for feasibility of the construction sequence and last but not least for claims potential. <br />ElR.j.Behar R. J.
