Traffic
CITY OF SUNNY ISLF,S BF,ACII
'
EngineeMg Services
Implementation Plan for the Northeast Corridor Traffic Flow Study, Miami -Dade County, FL
f Kimley -Horn assisted the Metropolitan Planning Organization with
developing an implementation plan that provides the framework for
programming of transportation improvements in the northeast section
l of Miami -Dade County. The plan included defining projects to the level
required to determine costs, subsequently determining potential funding
sources, and finally laying out a blueprint toward implementation. The
roadway grid lacks continuity, with few roadways traversing the entire
study area. The majority of north -south traffic is concentrated in three
corridors: 1 -95, Biscayne Boulevard, and Collins Avenue. Five major east -
west corridors serve as connections between 1 -95 and Biscayne Boulevard:
Ives Dairy Road, Miami Gardens Drive, 167/163rd Street, 135th Street, and
125th Street. As travel demand grows in the study area, these corridors
are expected to become increasingly congested; therefore prompting the
prior effort to develop a series of transportation infrastructure improvements
and policies to enhance mobility. The result of this study is a program of
transportation improvements to address traffic congestion and, to some
extent, provide alternatives to the single occupant automobile as a method
of transportation. The improvements should be adopted into the appropriate
plans and programs of the specified agencies.
Dixie Highzua y /Olive Avenue Street Master Planning, West Palm Beach, FL
This award - winning project involved developing a master
- - - plan for the downtown street system in West Palm Beach.
The FDOT allocated funds to resurface the City's streets
;f and contracted with design consultants to do the work,
l Kimley -Horn acted as the City's program manager,
, # • r : ; ' ' assisting them in formulating a wish list of design elements
that would help to implement their long -term community
F 1 vision for the downtown area. This list included such things
i " y , ' „ n i ` as wider sidewalks to encourage pedestrian activity, on-
street parking, traffic calming features, and landscape
enhancements. The project also involved the redesignation
die
of US 1 to bypass downtown, and the transfer of downtown
streets from FDOT control to City control. Kimley -Horn
coordinated all utility relocation and upgrades to take
advantage of the street reconstruction. Partnering with FDOT was critical to this project to ensure that minimum
design criteria were met and that the City's goals and objectives were also upheld. We also assisted the City with
identifying multiple funding sources for the improvements. The improvements have now been constructed.
In February, 2005 a group of nationally- recognized representatives from the Federal Highway Administration
(FHWA) visited this project. Focusing on intersection safety techniques, they noted the use of raised intersections,
brick patterns, and narrowing of streets throughout the project. All of these techniques help create a more "city like"
feel to the two state corridors.
v PPP'=FJ Kimley -Horn
TR3000164.11 0_ SunnylslesBch _TrafficEngServs.indd Page 2 -7 \ and Associates.
