The work <br />plan defines who, what, when, where, and how for all project tasks with clearly defined channels of communication. <br />This level of detail requires that the project manager and team members think the project through and develop a <br />plan that they are responsible for implementing. <br />Identify Key Issues <br />During the planning and design process, it is important to identify and resolve key issues as early as possible. <br />Issues addressed during the preliminary design phase often impact existing systems, levels of service, budget, and <br />ease of operation and maintenance. Kimley- Horn's approach to design has always to emphasize creativity while <br />minimizing construction costs and maximizing functionality. <br />Design Phase <br />Whatever the task, Kimley -Horn will begin with a comprehensive team effort to work with the City during the very <br />critical preliminary design phase. It is vitally important that all major decisions are thoroughly examined and <br />consensus is reached before subsequent designs and construction drawings are prepared. We will use our <br />experience in planning, design, construction, and operational assistance on all elements of any project. Our <br />same team of engineers is involved in every step of the design and construction phases from beginning to end. <br />This allows staff to communicate their desires throughout the design process and eliminates surprises during <br />construction, startup, and long -term operation and maintenance of the facility. <br />Construction Documents and Specifications <br />Preparation of the construction documents requires careful attention to detail and a thorough understanding of <br />the issues identified in the initial phases. Each piece of equipment must be specified so the City knows what to <br />expect during the construction phase. Materials, products, and equipment must be able to provide long -term, <br />trouble -free service. On the other hand, over specification can lead to significant cost increases. The Kimley -Horn <br />team has in -depth experience with the types of material selections that work best. Our design team has practical <br />experience during construction and equipment startup. This experience allows us to design facilities that will be <br />easy to construct, easy to operate, and easy to maintain — resulting in significantly reduced costs to the City. Our <br />construction experience also has given us an insight into the importance of specification content. These documents <br />must be complete and thorough —not vague or contradictory. Any dispute that occurs will be resolved by the <br />contract documents, which must clearly support the City's position. <br />Procurement Phase <br />Kimley -Horn has been successful on past projects in utilizing multiple contracts and direct purchase of major <br />equipment items. The City can realize cost savings by avoiding contractor markups on the direct purchase of major <br />equipment items and by taking advantage of your sales tax exempt status, which general contractors must build <br />into their costs. Kimley -Horn understands the importance of being responsive during the bid phase. Answering <br />contractor questions and issuing clarifications or addenda in a timely manner during the bid phase can mean the <br />difference between delivering a successful construction project on time and within budget or navigating through <br />a project riddled with disputes.
