SPINKS III, PE, PTOE <br />Traffic Engineer <br />SUMMARY OF QUALIFICATIONS <br />Mr. Spinks currently serves as a Project Manager with extensive experience in the traffic <br />engineering and transportation planning fields. Mr. Spinks has been involved in traffic <br />EDUCATION <br />operations, transportation planning, and ITS planning for more than seven (7) years. He <br />B.S. in Civil Engineering, <br />has previous experience servicing a variety of clients such as the Florida Marlins, City of <br />University of Missouri, <br />Miami, Broward County, Miami -Dade County, Florida's Turnpike Enterprise, and Florida <br />Rolla, December 1998 <br />Department of Transportation, Districts Four and Six. Currently, Mr. Spinks provides a <br />variety of traffic engineering services for several cities within the South Florida area <br />PROFESSIONAL <br />such as Weston, West Park, Sunny Isles Beach, Homestead, and the Town of Surfside <br />REGISTRATION <br />which include traffic calming, site plan review, traffic impact study reviews, access <br />Professional Engineer, <br />management, and level of service analysis. In addition, he provides traffic impact <br />State of Florida, <br />services for several developments within South Florida. Mr. Spinks has the capability to <br />PE No. 66775, 2007 <br />develop scope and budget, and man -hour management. He is proficient in the use of <br />Professional Engineer, <br />several commonly -used traffic engineering software such as HCS, Synchro, Sim - Traffic, <br />Puerto Rico, 2006 <br />Corsim, Signa12000, as well as being familiar with Vissum, MicroStation, ArcView, <br />ArcMap and GIS. <br />PROFESSIONAL <br />ASSOCIATIONS <br />PROJECT EXPERIENCE <br />Member of ITE <br />Arts Park Village at Young's Circle, Hollywood, Florida (2008). Project Manager for <br />mixed -use development located in downtown Hollywood, Mr. Spinks' tasks included <br />Member of National Society <br />traffic impact studies, parking inventory studies, shared parking analysis, level of service <br />of Black Engineers <br />analysis, arterial and intersection analyses, and development of recommendations for <br />Member of American <br />approval of the proposed development. <br />Society of Civil Engineers <br />Sheridan Station Transit Oriented Development (TOD), Hollywood, Florida <br />(2007). Project Manager for mixed -use transit oriented development located in <br />Hollywood, near the Sheridan Station Tri -Rail Station. Various traffic engineering and <br />planning tasks were performed for the proposed TOD including traffic impact studies, <br />arterial and intersection level of service analyses, and development of recommendations <br />for approval of the proposed TOD. <br />174 Street Median Closure Study, Sunny Isles Beach, Florida (2008). Mr. Spinks <br />served as the project manager for this arterial study along SR -A1A near NW 174 Street <br />in Sunny Isles, Florida, within Miami -Dade County. This study included analysis of nearly <br />a half -mile segment of SR A1A, which included crash analysis, existing condition and <br />future level of service analysis, access management review, benefit -cost analysis and <br />recommendations. <br />Fort Lauderdale - Hollywood International Airport, Automated People Mover <br />DEIS /FEIS, General Consultant, Broward County, Florida. Mr. Spinks served as a <br />transportation engineer on this contract, performing a series of tasks for the proposed <br />connection between the Fort Lauderdale - Hollywood International Airport and Port <br />Everglades including: Travel Demand Data Collection and Analysis which includes <br />development of a calibrated operational model that would properly reflect existing <br />unique travel characteristics in the area; Planned Regional Impact Project Analysis <br />which will determine the level of impact and identify any mitigation needed when these <br />projects are in place; and Travel Demand Forecast using the Southeast Regional <br />Planning Model 6.0 (SERPM6) which will refine the current Broward County MPO <br />Page 315 <br />
