It also connects the beach with the <br />rest of the community, generating most of the pedestrian activity. The City aims to <br />create a safe yet enjoyable area along Collins Avenue by building open inviting <br />spaces promoting pedestrian activity. <br /> <br />The current building design proposed by the developer will provide an open <br />inviting pedestrian space along Collins Avenue in keeping with the City's <br />Streetscape Master Plan. <br /> <br />2. Transfer Development Rights <br /> <br />The Applicant proposes the purchase of Transfer of Development Rights (TOR) in the <br />amount of 9 dwelling units and 25,000 square feet of floor area from the City's Transfer <br />of Development Rights Bank. The effect of the TDR purchase on the project would be <br />an increase in F.A.R. <br /> <br />3. Traffic Engineering <br /> <br />Traffic Impact Analvsis: <br /> <br />As of today (12/17/2011) the traffic impact analysis has not been submitted by the <br />Applicant. <br /> <br />4. Property Appraiser Report <br /> <br />The Property Appraiser Report has been submitted by the Applicant. The Report reveals <br />a $65.00 per square foot price for the TORs. <br /> <br />VI. FINAL ANALYSIS <br /> <br />Based on the above review, the application is consistent with the City's Comprehensive <br />Plan and the City's Land Development Regulations. Moreover, staff finds the beach <br />access waiver to be appropriate in this case to protect the public safety and to prevent <br />illegal jaywalking between the McDonald's and the beach access adjacent to the <br />Pinnacle. If the City approves this application, the application will be subject to the <br />following conditions set forth in Section VII. <br /> <br />VII. CONDITIONS <br /> <br />Conditions to be completed before demolition. below qrade or buildinq permits are <br />issued. <br /> <br />1.
