<br /> <br />') <br /> <br />There is an existing canal south of 174th Street. The canal has mangrove vegetation and has <br />been identified as a wetland in the General Permit application Number 050214-5 with SFWMD. The <br />vegetated area is known to contain wetlands capable of sustaining halophytic vegetation (i.e. coastal <br />wetlands) and has been documented to include mangroves. This wetland could be impacted by the <br />proposed project if an outfall is proposed to this canal. <br /> <br />ANALYSIS AND DESIGN <br /> <br />RJ Behar is a multidisciplinary Engineering firm specializing in civil engineering, stormwater master <br />planning, drainage improvements, transportation planning, traffic engineering, roadway design, water and <br />sanitary engineering, utilities engineering and construction management. We are extremely qualified for <br />this project and have designed miles of French drains and hundreds of injection wells, Mr. Juan H <br />Vazquez, PE, our proposed Project Manager, was coauthor of the Florida Department of Transportation <br />Exfiltration Systems Design Manual and specifically wrote the Injection well design portion of the manual. <br /> <br />Our Design Approach will follow the steps listed below: <br /> <br />1. COMPLETE DA TA COLLECTION <br /> <br />We have gathered a considerable amount of available information for this project. During design we will <br />obtain any other available information needed. We propose to research the files of regulatory agencies <br />having jurisdiction in the project area. This information should serve as a baseline of the drainage design <br />improvements which will lead us to the best approach. <br /> <br />) <br /> <br />Geotechnical exploration will be necessary to obtain data necessary to perform the required percolation <br />analysis and to design the proposed improvements. The firm of HR Engineering (HRES) will be in charge <br />of these services. They are located in Miami-Dade County and have ample experience with soil conditions <br />in the area. We have worked together with HRES in more than 50 projects. They have indicated that the <br />percolation maybe around 10-5 to 10-6 west of Collins Avenue. Data will be necessary for design of any <br />injection wells. We have developed relationships with local well drillers that have data of injection capacities <br />in the area, From previous permits in the area, we have found that there are wells in the proximity of the <br />project. The design capacity of those injection wells was 750 gpm per foot of head. This is considered a <br />good discharge capacity, <br /> <br />Survey information will be necessary to develop drainage design and construction plans. FR Aleman will <br />be in charge of topographic surveys, easement descriptions and plans, and utility explorations (SUE <br />services). We have worked with them on several projects, Mr. Fernando Z. Gatell, P,S.M. is the Director of <br />Surveying & Mapping for F.R. Aleman & Associates, Inc. He is responsible for all related operations. Mr. <br />Gatell has over 35 years of experience, which covers all of the facets of Surveying and Mapping, from <br />complicated boundary disputes to right-of-way, engineering, design, environmental, GPS, construction and <br />specialized surveys. <br /> <br />Also, a field visit will be conducted to familiarize the staff with critical areas that need particular attention <br />and to identify any conditions that were not included in the data collection. The field visit will focus on <br />identifying major factors contributing to the flooding sources through observation and interviewing with <br />residents.
