C IT Y <br /> <br />SUNNY <br /> <br />ISLES <br /> <br />BEACH <br /> <br /> <br />o F <br /> <br />CIVIL ENGINEERING SERVICES TO DESIGN STREET AND DRAINAGE IMPROVEMENTS <br /> <br />We have estimated that this project can be completed in a 15-month schedule, This includes <br />time for City reviews and permitting. If needed, we can work on a more compressed schedule. We <br />completed the drainage design of 9 segments of the 1-595 improvements in an 8-month period. Normally <br />each segment would have taken a two year process. The project was a Private-Public-Partnership. We <br />therefore are capable of working on very stringent schedules and have ample capacity to accomplish this <br />project. <br /> <br />r) <br /> <br />STAFF <br /> <br />RJ Behar will commit highly competent and experienced professionals to this project. They will be provided <br />the necessary resources and be held accountable for their results, For each firm in the team we have <br />established a point of contact for this contract that will start the coordination from each firm to develop the <br />scope of services, Resumes for the proposed key staff members for this project are included as part of this <br />proposal and have been identified in the organization chart. <br /> <br />1. ORGANIZA TION <br /> <br />The project manager is the key to a successful project; he is the "CEO" for the technical elements related to <br />the project. Our project management philosophy is to be proactive, This simply means: to search out <br />problems and solve them before they can happen. Our Project Manager, Juan H. Vazquez, P.E, has been <br />involved in numerous design projects over the past 26 years. <br /> <br />) <br /> <br />The organization of the proposed staff is established in our Organization Chart included in section 3 of this <br />proposal. We have assembled a team of seasoned professionals with supporting staff members to <br />undertake this contract. This includes all the disciplines requested in the Request for Qualifications. <br /> <br />The management of the team will be the responsibility of the Project Manager. Once the scope is <br />established the project manager will assemble the team and maintain <br />the required coordination with all the team members to insure <br />proper project progress. Quality Control Process <br /> <br />2. QC PLAN <br /> <br />Project efforts can be ineffective and time consuming if <br />accomplished incorrectly. Our proactive philosophy <br />emphasizes the early resolution of project issues. An on-going <br />quality control process goes a long way identifying these key <br />issues early, R.J. Behar will ensure the quality of its product. <br />We strongly believe that we are solely accountable for the <br />delivered product, including the quality of our sub consultants' <br />product. A synopsis of our quality program is outlined below. <br /> <br />QC Personnel - an autonomous reviewer who is completely <br />independent from the design teams' staff performs the review, <br />The personnel chosen is highly experienced in the tasks they <br />will be reviewing, Committing the appropriate staffing to the <br />project is the most important quality assurance measure.
