C IT Y SUNNY ISLES BEACH o F CIVIL ENGINEERING SERVICES TO DESIGN STREET AND DRAINAGE IMPROVEMENTS We have estimated that this project can be completed in a 15-month schedule, This includes time for City reviews and permitting. If needed, we can work on a more compressed schedule. We completed the drainage design of 9 segments of the 1-595 improvements in an 8-month period. Normally each segment would have taken a two year process. The project was a Private-Public-Partnership. We therefore are capable of working on very stringent schedules and have ample capacity to accomplish this project. r) STAFF RJ Behar will commit highly competent and experienced professionals to this project. They will be provided the necessary resources and be held accountable for their results, For each firm in the team we have established a point of contact for this contract that will start the coordination from each firm to develop the scope of services, Resumes for the proposed key staff members for this project are included as part of this proposal and have been identified in the organization chart. 1. ORGANIZA TION The project manager is the key to a successful project; he is the "CEO" for the technical elements related to the project. Our project management philosophy is to be proactive, This simply means: to search out problems and solve them before they can happen. Our Project Manager, Juan H. Vazquez, P.E, has been involved in numerous design projects over the past 26 years. ) The organization of the proposed staff is established in our Organization Chart included in section 3 of this proposal. We have assembled a team of seasoned professionals with supporting staff members to undertake this contract. This includes all the disciplines requested in the Request for Qualifications. The management of the team will be the responsibility of the Project Manager. Once the scope is established the project manager will assemble the team and maintain the required coordination with all the team members to insure proper project progress. Quality Control Process 2. QC PLAN Project efforts can be ineffective and time consuming if accomplished incorrectly. Our proactive philosophy emphasizes the early resolution of project issues. An on-going quality control process goes a long way identifying these key issues early, R.J. Behar will ensure the quality of its product. We strongly believe that we are solely accountable for the delivered product, including the quality of our sub consultants' product. A synopsis of our quality program is outlined below. QC Personnel - an autonomous reviewer who is completely independent from the design teams' staff performs the review, The personnel chosen is highly experienced in the tasks they will be reviewing, Committing the appropriate staffing to the project is the most important quality assurance measure.
