CITY OF

SUNNY

ISLES

BEACH

CIVIL ENGINEERING SERVICES TO DESIGN STREET AND DRAINAGE IMPROVEMENTS

)

quality control team will be lead by our project manager.

QC Reviews - will be separated into three major areas: 1) engineering design review (criteria) 2) plans
preparation/cross reference review 3) constructability review. Providing for these will assure the District the
quality it is paying for. For the review process we have developed check lists of items that must be
included on each type of project.

QC Process - will follow a process, which starts with the 1) design originator, 2) it is sent to a checker, it
goes back to the 3) originator who reviews these and determines which comments are to be implemented.
4) The originator and checker meet to discuss the comments and come to an agreement on the
implementation of the comments. 5) If they cannot come to an agreement the project manager will then
make that determination. 6) Comments are implemented. 7) Plans are back checked. All these steps will
require an initialed and dated by the individual(s) involved.

3. COORDINA TION WITH STAFF AND OTHER STAKEHOLDERS

).> BETWEEN RJ BEHAR AND THE CITY
We will keep the City Project Manager well informed of all project issues at all times. Recognizing
that the City project managers may be managing many projects at the same time, we will try to
minimize the staff day-to-day involvement by either 1) obtaining needed information ourselves, 2)
maximizing electronic information transfer (e-mail), 3) conference calls, and 4) prompt meeting
minutes. We will schedule progress meetings as often as the City Project Manager desires.

)

).> BETWEEN RJ BEHAR AND SUBCONSULTANTS
Another important aspect of coordination is between RJ Behar and its sub consultants. Again we
will make use of electronic transfer of information in order to maintain close communication ties
throughout the project. It will be our sole responsibility to make sure that our sub consultants
comply with their schedule and quality of their deliverable, A key to receiving quality work from sub
consultants is to keep them informed, As the Prime Consultant, we will scheduled work tasks to get
the required data to our sub consultants as soon as possible. We will provide our team project
schedules and all updates to that schedule.

).> BETWEEN RJ BEHAR AND UTILITY COMPANIES/PERMITTING AGENCIES
RJ Behar will develop a distribution list for each utility company and permitting agencies. Meeting
with the permitting agencies will be held as soon as the concept is developed. Utility contacts will
be made as soon as topographic features and right of way lines are plotted. Ongoing coordination
will be maintained with all of the agencies. It is important to note that we proposed to have a Kick-
off meeting at the beginning of the task with the City Project Manager, our key staff, and sub
consultants required. This meeting will insure the start of the project with the right foot. The scope,
work plan, schedules, and understanding of the task should be discussed and any major issues
identified up-front.

).> BETWEEN RJ BEHAR AND PRIVATE STAKEHOLDERS
RJ Behar will thru the City coordinate with the private stakeholders involved. Organizing public
meetings, one-on-one meetings, conference calls, preparing presentations, etc. we will make
ourselves available to provide the services that the City needs, On all public meetings we will keep
minutes, or recordings as needed to document these meetings.

qi R .J.Behar

R.
