<br />TECHNICAL EXPERTISE
<br />Mr. Garganta has 36 years of experience in transportation master planning, conceptual design, structural and
<br />traffic engineering including three years as a District Project Manager with the Florida Department of
<br />Transportation. Mr. Garganta's well-rounded experience and knowledge in all areas of transportation, planning,
<br />and design are invaluable to the management of any project.

<br />RELEVANT EXPERIENCE
<br />1. CSA Group, Florida
<br />· Principal/Vice President - Mr. Garganta is responsible for directing, managing, and providing leadership
<br />to the Transportation and Environmental Departments. He is responsible for the design of urban and
<br />interstate roadway projects, including signalization and pavement marking for project development and
<br />environmental and traffic studies; for expert witness testimonies on traffic accident litigation; and for
<br />numerous major transportation projects in Florida.

<br />2. Florida Department of Transportation
<br />· Chief Project Manager - Mr. Garganta was responsible for the direction, management, and provision of
<br />leadership to the Project Management Department and the Internal Design Department. The Project
<br />Management Department had a staff of 17 members and was responsible for managing design
<br />consultants. The Internal Design Department consisted of 22 staff members and was responsible for all in-
<br />house highway design. Both departments provided all the production of District Six (an average of $80 M
<br />of construction costs). Mr. Garganta has provided expert witness testimony for right-of-way acquisition on
<br />several FDOT projects.

<br />· Senior Design Engineer - Mr. Garganta was responsible for the supervision of 2-4-man design teams,
<br />project management, client liaison, budgets, technical and cost proposals, coordination with local
<br />municipalities and state government agencies, planning and conceptual designs, design and preparation
<br />of roadway plans for freeways and arterial facilities, including pavement marking, signing and signalization
<br />plans, feasibility studies, traffic impact studies, development of regional impact, analysis and design of
<br />bridge substructure, retaining wall design, etc.

<br />· Technician IV - Mr. Garganta was responsible for quantity takeoffs.

<br />· Party Chief - Mr. Garganta was responsible for the supervision of land surveying crew, cost estimates, and
<br />the foreman of the construction crew.

<br />MAJOR ARTERIAL PROJECTS
<br />· 2010-Present: S.R. 90/S.W. 8th Street from S.R. 821 (HEFT) to S.R. 826 (Palmetto Expressway), Miami-
<br />Dade County, FL - Milling and resurfacing project that includes safety improvements, ADA upgrades, and
<br />additional safety upgrades at the intersections of S.W. 92nd Avenue, S.W. 102nd Avenue to S.W. 99th
<br />Place, and S.w. 109th Avenue. Scope of work includes upgrade provisions for Turbo Lanes at the
<br />intersection of S.W. 102nd Avenue. Design elements include roadway design, signing & pavement
<br />markings, drainage, maintenance of traffic, surveying and mapping, geotechnical, landscape architecture,
<br />bridge design, lighting, signalization and traffic engineering.
<br />· PRHTA Improvements Intersection 5 - Conceptual Design of Alternatives - The Intersection 5 project for
<br />the Puerto Rico Highway and Transportation Authority unifies the Con dado, Miramar, Puerta de Tierra and
