<br />TECHNICAL EXPERTISE
<br />Mr. Rodriguez has 26 years of experience mainly in the area of transportation with emphasis in stormwater
<br />modeling, drainage design, permitting, stormwater management, and roadway design. Many of his projects
<br />have been for public agencies such as the Florida Department of Transportation, Miami-Dade County Public
<br />Works, Miami Expressway Authority and other cities and municipalities, as well as for private sector clients.
<br />Prior to coming to USA, Mr. Rodriguez had eleven years of experience working in a wide range of projects
<br />including stormwater management master plan development; water resource studies; hydrology, hydraulics,
<br />stormwater quality modeling, stormwater infrastructure analysis and design, drainage and salinity quality
<br />modeling for several Cuban governmental agencies. He has extensive modeling experience using one and two-
<br />dimensional hydrology/hydraulic analysis modeling, developed by Moscow Hydraulics Institute of land
<br />Reclamation, program "HYDRO" and mathematical modeling in hydraulic management of soil and land
<br />reclamation. Mr. Rodriguez participated and lead the drainage team as part of the multidiscipline research
<br />group in hydrology/ hydraulic and drainage for the improvement program of 50,000 Ha in the north of central
<br />province Ciego de Avila in Cuba. The project included more than 100 Km of conveyance canals and several
<br />pump stations to treat and maintain the hydropattern restoration. During this time, he wrote several articles
<br />published in scientific joumals, pertaining to improving drainage and soils in agricultural systems.
<br />As Project Engineer his responsibilities have included the execution of roadway design, plans preparation,
<br />drainage design, stormwater runoff permitting, preliminary engineering studies, pavement design, utilities
<br />coordination, maintenance of traffic, roadway lighting design, signing and pavement marking, traffic
<br />signalization and traffic planning. He also worked in various capacities on drainage problems for various Cuban
<br />governmental agencies. During that time, he wrote several articles published in scientific journals, pertaining to
<br />improving drainage and soils in agricultural systems.
<br />Mr. Rodriguez is highly proficient in the following application software:
<br />MICROSTATlON, AUTOCAD, TR55, ICPR, HYDRAIN, WSPRO, HECRAS, XPSWMM, HEC-HMS, SMS and personal
<br />computer programs for drainage design using french drain, deep wells and for systems with a combination of
<br />both french drain and deep wells. He is also fluent in Spanish and Russian.

<br />· 3/2000-4/2006 - DTC Drainage Task Manager - Responsible for permitting coordination with state and
<br />local regulatory agencies, technical development of stormwater master plans, drainage reports and plans
<br />review for all of the Miami-Dade Expressway Authority's (MDX) major projects. MDX projects consist of
<br />highway improvements along approximately 30-miles of the main urban expressway in Miami-Dade County
<br />(SR 836, SR 874, SR 878, SR 112 and SR 924) with an approximate construction cost of over a billion
<br />dollars.
