<br />EXPERIENCE
<br />Mr. Castella has over 26 years of expertise in Civil Engineering Projects throughout Florida and in the Caribbean.
<br />Mr. Castella's Land Development experience includes such projects as Embassy Lakes subdivision, which
<br />consisted of a 640-acre residential community and land planning for over 3,000 acres in South and Central
<br />Florida. He also has extensive experience with Municipal engineering projects, including the programming,
<br />planning, and preparation of construction documents as well as construction administration. Projects range from
<br />the development of park facilities and expansion of Municipal buildings to sizable public works projects. His
<br />public works projects include drainage, flood control, coastal construction, water and sewer expansions, road and
<br />bridge construction, municipal land planning and grant acquisition. Mr. Castella has extensive experience with
<br />the design and quality assurance of major roadway projects. Some of his relevant work experience includes:

<br />Village of Key Biscayne Redevelopment of Gravity Drainage Wells, Key Biscayne, Florida - Senior
<br />Project Engineer in charge of this project, which involved the cleaning, rehabilitation, and redevelopment of
<br />30 existing gravity drainage wells located throughout the Village. Responsibilities included inspections,
<br />management, and conducting testing at each well to ensure expected discharge capacity was achieved. The
<br />work was funded by a grant from the South Florida Water Management District.

<br />Town of Golden Beach Capital Improvements Program, Golden Beach, Florida - Senior Project
<br />Engineer for this comprehensive Capital Improvements Program Master Plan that focuses on several major
<br />improvement areas: town-wide drainage improvements; utilities underground relocation (electrical, telephone,
<br />cable); town-wide streetscape & traffic calming; and renovation to the Town's existing Town Hall building.
<br />The Master Plan carefully considered the each of these with respect to feasibility, cost/benefit, and design, as
<br />well as an analysis of funding options and scenarios, and schedule for phasing and implementation.

<br />Village of Pinecrest Watermain Master Plan and System Design, Pinecrest, Florida - Senior Project
<br />Engineer for this design project that included the design of over 12 miles of watermain to complete the potable
<br />water system of the entire Village. The Master Plan was prepared that included a computerized model of the
<br />entire system and public workshops and meetings were held to inform and educate the residents of the
<br />extensive work and cost involved in the project. C3TS also prepared special taxing districts to better explain
<br />the finances of the project. The two phases of construction provided potable water to over 550 propel1ies
<br />previously connected to individual private wells. This successful project also included the implementation of a
<br />system during construction to allow each homeowner to select the best location for their new water meter.

<br />Palmetto Bay Villagewide Neighborhood Drainage Improvements, Palmetto Bay, Florida - Senior
<br />Project Engineer of the field surveying, design, permitting, bidding, and construction administration of
<br />drainage improvements at 10 locations throughout the Village. These 10 areas were identified by the Village
<br />as having flooding problems. The improvements included new drainage structures, exfiltration trenches,
<br />outfalls, and asphalt overlays. The project was completed on schedule and under budget.

<br />. North Miami Floodplain Management Plan, North Miami, Florida - Senior Project Engineer responsible
<br />for the preparation of a Floodplain Management Plan for the City of North Miami. The rep0l1 provides a
<br />detailed assessment of the city's drainage system and helps identify and prioritize the city's floodplain needs
<br />. I in order to minimize future flood losses in the community. As documented in Floodplain Management Plan,
<br />C3TS was instrumental in the planning process which included public outreach programs, education
<br />programs, public meetings and forums, drainage system analysis, including mapping of flood prone areas
<br />based on complaint records and field inspections and drainage improvement and maintenance programs. The
<br />city's NFlD Program was extremely successful and was able to capitalize on 15% discount for N0l1h Miami's
<br />residents flood insurance offered by the National Flood Insurance Program (NFIP).

<br />'. Crandon Boulevard Master Plan, Key Biscayne, Florida - Senior Project Engineer of the design for this
<br />project that takes an existing suburban style highway and transforms it into a center of cOlmnunity activities.
<br />By promoting the safe and secure transit of all types of vehicles and pedestrians, this Crime Prevention
<br />Through Environmental Design (CPTED) friendly design also serves to create a source of identity for the
<br />cOlmnunity connecting retail, residential, public parks and government facilities into a cohesive design. The
<br />project consisted of a master plan that encompassed the design for a 4-lane divided road, improved public
<br />safety, casing of traffic congestion, traffic calming, pedestrianization, improved mass transit, streetscape
<br />improvements, sidewalks, lighting, and a roundabout. This project, divided into three phases, will provide
<br />the Village with a reference for the traffic and public safety impacts of future development or redevelopment
<br />of propel1ies fronting Crandon Boulevard and its side streets.
