He has served as a project engineer for various drainage, water and sewer projects.
His drainage experience includes Environmental Resource Permitting (ERP), multi-basin floodplain
analysis, and cut and fill analysis. He is proficient at various software packages including MBR (SFWMD
Multi-Basin Routing Software), AdICPR (Advance Interconnected Pond Routing), Flowmaster, AutoCAD,
AutoTurn and EaglePoint. Some of his project experience includes:

. GIS Development for Pavement and Sidewalk Assessment in the Town of Cutler Bay
(2008-2009) - GIS and database programmer responsible for the development and analysis of GIS data
as part of the Town's pavement and sidewalk assessment. This project consisted of collecting field data,
analyzing data, developing GIS layers, and providing recommendations to the Town. A relational
database, using MS Access, was developed to digitally store field data in real-time as technicians
collected it. Arcview GIS was used to analyze field data and determine zones based on pavement
condition. These zones were used to update the Town's capital improvement plan. GIS layers
developed for this study were later used to prepare a submittal of projects eligible for Federal Stimulus
Funds.

. Oakes Road Planning Level Analysis Study, Davie, Florida - Engineer responsible for the
development of a feasibility study to evaluate extending Oakes Road over Florida's Turnpike and
connecting it to Davie Road. The purpose of this feasibility study is to document the Purpose and Need
for the extension of the corridor. This will form the basis for further study during a Project Development
& Environment (PD&E) phase of the corridor. The study corridor follows Oakes Road from Davie Road
to State Road 7 and is approximately 1.72 miles long. During the study, existing planning studies and
comprehensive plans were evaluated, coordination was held with regional agencies (Broward MPO,
FOOT District Four and Florida's Turnpike) and a conceptual roadway geometry was developed to
determine the potential roadway footprint and required bridge crossing.

. 1-595 Express Design Build Finance Operate Maintain (DBFOM) from 1-75 to West of 1-95 in
Broward County, Florida, FDOT District 4 (Ongoing) - Project Engineer for this $1.22 Billion
(Construction) Public Private Partnership (P3) Infrastructure project covering 10.5 Miles of
improvements along 1-595 including the total reconstruction of the interstate and the implementation of
three reversible tolled express lanes. Utility Project Engineer for the development of lP A Horizontal
Directional Drilling projects beneath 1-595 for the installation of communication fiber optic facilities for
Comcast and Fibernet.

. Town of Medley Water-Loss Database (2004) - Database progranm1er. This project consisted of
developing a relational MS Access database to streamline daily operations and monthly reports generated
by the Public Works Department. Specific emphasis was placed on the ease with which the database
accepts information and generates reports. The database consists of five modules, which require the user
to simply input parameters and all calculations are performed and stored internally by the database. All
reports are available through user-friendly interfaces which require the user to select the desired report
from a drop-down box and click on a print button.

. Districtwide PD&E Consultant - PL&EM Library (GIS, Database & Maintenance), FDOT
District 4 - Project Manager for this Task Work Order, assisting the District with maintenance of their
Planning and Environmental Management Office Electronic Library and development of a Data Entry
Interface to work with their existing database. Includes coordination with GIS personnel for exporting
database contents, scanning and cataloging library contents and maintaining their physical library as
well. In-house personnel provided for weekly maintenance and coordination.

. SW 10th Street Corridor Feasibility Study from the Sawgrass Expressway to I 95 in Broward
County, FDOT District 4 - Drainage Engineer for the development of a corridor feasibility study
evaluating potential transportation improvements for a 3 mile corridor connecting two limited access
facilities. Concepts considered include I) No Build; 2) TSM; 3) At-grade expansion to a six-lane
arterial; and 4) Six-lane controlled access arterial with urban interchanges (SPUI's) at Military Trail and
Powerline Road, and frontage roads; 5) Four-lane express roadway with urban interchanges (SPUI's) at
Military Trail and Powerline Road and frontage roads; 6) Transit alternative with a six-lane divided
facility with a two-lane, two-way dedicated busway in the center. Improvements to the Sawgrass
Expressway interchange with Florida's Turnpike were also evaluated.

EDUCATION
Bachelor of Science in
Civil Engineering,
Florida International
University, 2004

Associate of Arts
Degree in Pre-
Engineering, Miami
Dade College, FL,
2001

Associate of Science
Degree in Electronics
Technology, Cochise
Community College,
AZ, 1999

PROFESSIONAL
REGISTRA TION
Florida Professional
Engineer License
No. 69213,
2009

Certified Floodplain
Manager

LEED Accredited
Professional

31
