<br />~l <br /> <br />__CORZO <br />_CASTELLA <br />CARBALLO <br />rxm THOMPSON <br />LI.il.ISALMAN <br /> <br />RALPH ROSADO, AICP, CNU-A <br />Director of Urban Planning & Grants Services <br /> <br />'1 <br /> <br />EXPERIENCE <br />Mr. Rosado directs the firm's urban planning and neighborhood revitalization efforts. This includes leading <br />numerous public involvement, conflict resolution, and visioning workshops to ensure that urban character, <br />local identity, historic preservation, pedestrians, traffic, utilities, and natural hazards are considered <br />throughout the planning process. He is currently completing a Doctorate in City Planning from the <br />University of Pennsylvania, and completed a Master of Public Policy & Urban and Regional Planning from <br />Princeton University. Mr. Rosado also has planned in the private sector, administering land purchases, <br />financing, design, permitting, construction, and sales of over 200 single-family, multi-family, retail, office, <br />and mixed-use units. Additionally, he has extensive experience in the research, preparation and <br />administration of private, local, state, and federal grants for infrastructure and capital improvement projects; <br />in that role he has assisted South Florida municipalities in obtaining over $26 million in funding, so that their <br />projects can - at least in part - pay for themselves. Prior to joining C3TS, Mr. Rosado worked for the City of <br />South Miami as the Assistant to the City Manager and was promoted to Director of the South Miami <br />Community Redevelopment Agency, where he managed the daily operations of a nonprofit agency <br />responsible for bringing economic, housing, and recreational development to a low-income redevelopment <br />area. His experience includes: <br /> <br />. Marina Place at Riviera Beach, Riviera Beach, Florida - Following an extensive multi-year public <br />involvement process, the City and CRA of Riviera Beach selected C3TS for master planning, <br />infrastructure design, and architectural services to redevelop and revitalize the public and private areas of <br />the City's south district area which includes a marina, a community center, a public park, three gateways, <br />vehicular and pedestrian circulation, a major arterial, and several adjacent mixed-use parcels. With this <br />inspired project, the City of Riviera Beach hopes to achieve its destiny of becoming the best waterfront <br />city in Florida! Mr. Rosado serves as Senior Urban Planner for the project, leading over a dozen public <br />workshops and community input meetings at different scales. <br /> <br />. John F. Kennedy Causeway Redevelopment, North Bay Village, Florida - Mr. Rosado serves as <br />Project Manager for the redevelopment of the John F. Kennedy Causeway, the City's commercial <br />corridor. In order to initiate the project, Mr. Rosado facilitated a visioning process and several public <br />workshops, so helping residents and business owners to select a new image and aesthetic ("Island Garden <br />Oasis") to guide the design of the improvements. The overall project consists of a new master plan for <br />the city, leading to a new landscape design, construction of street beautification improvements, and a <br />redevelopment program, including roadway, business district, and waterfront amenities. Additionally, <br />Mr. Rosado has secured supplemental grant funding for the project, to alleviate the City's cost burden. <br /> <br />. Miracle Mile Streetscape Redevelopment, Coral Gables, Florida - Mr. Rosado serves as Senior <br />Urban Planner of this project to transform the Coral Gables Downtown Area into a more competitive <br />local downtown. The project results from an extensive series of public meetings and a charrette with <br />local residents and business owners. Enhancements include wider sidewalks, public open space to attract <br />foot traffic, improved urban lighting, tree grates, benches, kiosks, signage, more attractive throughways <br />to garages, and upgraded drainage facilities. In creating a more vibrant atmosphere for locals, this <br />Streetscape Project will inherently serve to attract a larger share of Greater Miami's visitors, including <br />the economic impact they generate, to Downtown Coral Gables. <br /> <br />C3TS Director of Grants Services <br />. Research, secure, and administer over $26 million in federal, state, and county grants for the firm's <br />municipal clients, for transp0l1ation and capital improvements projects. <br /> <br />. Grants completed include Community Development Block Grants, Florida Recreational Development <br />Assistance Program Grants, Land & Water Conservation Fund Grants, Safe Neighborhood Parks Grants, <br />U.S. Environmental Protection Agency Wastewater Improvement Fund Grants, an Empowerment Zone <br />Designation, Disabled Permit Parking Fine Program Grants, Florida Communities Trust Program Grants, <br />Florida Inland Navigation Grants, State Revolving Loan Funds for Wastewater System Improvements, <br />and Community Services Block Grants. <br /> <br />Consultant - Urban & Regional Planning Workshop: Revitalizing Journal Square (Jersey City & <br />Princeton, New Jersey) <br />. Served as part of a seven-person Princeton University team that led public workshops and assessed the <br />demographic, cultural, economic, and transp0l1ation conditions of a 24-block area in the City of Jersey <br />City, NJ.
