In order to bring any project to fruition a clear roadmap is necessary. Upon award of the project, R&A <br />will prepare a document detailing all necessary drawings and written specifications which are expected <br />based on the scope provided. This is not set in stone and will develop over the life of the project. <br /> <br />~ I <br /> <br />7. Permit Applications and Processing should be of little concern since the project will be known to all of <br />the agencies involved in its approval. All applications will be completed with sufficient time to review <br />and get them singed by the appropriate individuals in the City. <br /> <br />r I <br /> <br />8. R&A has had the opportunity to build on its estimate basis over the last year due to the increase in <br />construction work and our partnership with contractors who work locally. We understand that prices, <br />which were being quoted prior to the financial crises, were bloated and have made a point to update <br />our basis of estimating. <br /> <br />, 1 <br />I ' I <br />I <br />I <br /> <br />r I <br />I I <br /> <br />9. Given the roadmap developed for the deliverables, as mentioned in item 6 above, a project schedule <br />will be developed with satisfies the time tables of the City and provides sufficient time to develop the <br />contract document and permit the design. <br /> <br />! 1 <br />J <br /> <br />10. As the design progresses and alternatives are presented their costs can be provided to the City for an <br />internal cost-benefit analysis, One example of a design element which will be examined in this fashion <br />will be the deep drainage wells versus exfiltration trench. <br /> <br />Basic Schedule and P.'oiect Undel'standinl! <br /> <br />, I <br />I <br />, J <br /> <br />The services rendered to the City it will be geared to the revitalization of a portion of 174th street. This will <br />be accomplished by upgrading the drainage system, repairing pavement base and subgrade; and the end <br />result will provide a greater level of service to the residents of Sunny Isles Beach. In greater detail the <br />project will consist of three phases for design: forensic services, design preparation and contract document <br />finalization. <br /> <br />, J <br /> <br />, , <br /> <br />The forensic services define the basic characteristics of the roadway design above and below grade. It will <br />involve the utility research along the road and the easement location, the survey of the roadway and <br />easement as well as define the wishes of the City. This will also encompass some preliminary conferences <br />with FDOT once the limits of the project have been designated. Within this portion of the project some <br />thought and field review should be given to the outfall location due to the potential presence of sea life at <br />the outfall location. Miami-Dade PERA must be consulted with to define the parameters for the outfall <br />construction. Another important item to analyze during this phase is the existing drainage characteristics <br />and calculate the number of wells and or linear feet of exfiltration trench which will be needed to provide <br />the proper water quality treatment. <br /> <br />I I <br /> <br />, I <br /> <br />The design preparation will consist of plan production for review by the City, Residents and Agencies as <br />the project progresses through the 30%-60%-90% portions of the project. The plans will need to show all <br />necessary improvements, such as the drainage improvements, landscaping changes, and roadway upgrades. <br />It will be important within this phase to prepare all details from the roadway reconstruction to pavement <br />marking and signage. The drainage and roadway calculations will be prepared for review by the agencies <br />and additional coordination will be made as to prepare the road for permitting. All necessary <br />documentation and agreements for the easement will be prepared so that the City can record the appropriate <br />documents for the easement prior to the 100% of the project. Within this time written specifications for the <br />project elements will be prepared and submitted during the in list form during the 30%, initial draft in the <br />60% and final draft at the 90% of the project. <br /> <br />. I <br /> <br />During the document finalization, which will be after the project is at the 90% mark, all necessary contract <br />documents will be finalized so that the 100% submittal is a complete biddable package. <br /> <br />14 <br />
