<br />) <br />) <br />} <br />) <br />) <br />) <br />) <br />) <br />) <br />) <br />) <br />) <br /> <br />- ) <br />) <br /> <br />REQUEST FOR QUALIFICATIONS <br />RFQ No.: 11-11-02 <br /> <br />CITY OF SUNNY ISLES BEACH <br />CIVIL ENGINEERING TO DESIGN STREET <br />AND DRAINAGE IMPROVEMENTS <br /> <br />The use of gravity wells in Miami-Dade County requires extensive knowledge in modeling <br />variable water tables and rating curves used by the flood routing software AdICPR for flood <br />protection using the FOOT 1 OY ear-l Hour storm event. DERM policy and procedures requires <br />that all projects adhere to state water quality standards. DERM accomplishes this water quality <br />criterion by requiring that 100% of the first inch of storm water run-off is retained on-site from <br />the most remote hydrologic point. The procedure for estimating this volume is contained in the <br />DERM's Policy for Design of Drainage Structures. Our staff is well versed in the application of <br />modeling gravity wells in Miami-Dade County and can apply Best Management Practice to <br />strategically place gravity wells and inlets to insure that the storm water design will comply with <br />the various regulatory agencies but also the design is economically feasible system based on <br />budget requirements. <br /> <br />Roadwav <br />The existing corridor is a four-lane divided urban collector, traveling in the east-west direction <br />until it terminates at the Dumfoundling Bay. In general, the roadway characteristics are those <br />typically associated with urban-collector systems. Much of the roadway abuts residential and <br />commercial propeliies. Based on the information indicated in the scope of services, there are no <br />significant upgrades to the configuration of the roadway typical section. . However, changes in <br />roadway geometry include alteration of the existing profile, which will facilitate highway <br />drainage and ensure that current roadway design standards are met. <br /> <br />There are no designated bicycles lanes present along this corridor. The project area is in an urban <br />setting and it is subject to commercial and pedestrian traffic such as buses and heavy vehicles, <br />but local vehicles also comprise a significant pOliion of the daily traffic. We will ensure that the <br />County's design and maintenance requirements are followed to their fullest extent, leaving no <br />outstanding issues due to the proposed drainage improvements. The design team must also be <br />aware of scoping issues that may "bubble up" from the ongoing drainage improvements and may <br />need more immediate attention as part of the RESURF ACING, RESTORATION AND <br />REHABILITATION (RRR) project. <br /> <br />Public Involvement <br /> <br />Since public outreach was the major catalyst for the additional scope on this project, one of the <br />major challenges on this project will be the public involvement process. It will be important to <br />engage the public and stress how continued involvement is essential throughout the process. A <br />good community dialogue provides a meaningful opportunity for continued input in the decision- <br />making process and can engender public suppOli. <br /> <br />The goals of our Public Involvement Plan (PIP) will be to: <br /> <br />1. Inform and educate the public concerning the project's design by sharing factual, <br />understandable, and timely information. <br />2. Listen and respond to ideas and concerns and find creative approaches to resolve them, <br />while maintaining the standards of the project's scope and funding limits. <br /> <br />C H Perez & Associates <br />
