Build consensus and community support for project recommendations.

Our approach begins with an internal kick-off meeting to discuss the project challenges and
opportunities with the City's Project Manager and staff. Based on this meeting, the P&A Team
will develop a PIP that will include traditional public involvement methods as well as "out of the
box" techniques and methods.

Following the completion of the PIP, the P&A Team will meet with local elected officials,
community leaders, and the media to discuss the project. A Citizen's Advisory Group will be
established drawing from the local residents and Homeowner Associations and the City of Sunny
Isles Beach. This technique is a highly effective approach to presenting information, answering
questions, and addressing opposition and frustration in a non-combative setting.

Construction Administration

As a part of post design services, the P&A Team is experienced in contract administration
procedures and engineering management duties. We understand the importance of maintaining
complete and accurate records; properly documenting any significant changes in the project;
providing interpretation of the plans, specifications and contract provisions; adequate
surveillance of construction activities; and making recommendations to the City to resolve
disputes that may arise during construction. Our project approach emphasizes on early review of
all contract documents and site conditions for the purpose of identifying and resolving potential
construction problems before they result in construction delays or contractor claims. We will
concentrate our efforts on preparing complete and sound deliverables.

Constant communication with City personnel will be maintained before, during, and after the
project. All issues discovered, will be thoroughly documented and brought to the attention of the
City's Project Manager. Communication will be via cellular phone by our Project Manager as
well as, e-mails, and letters as necessary to keep the City fully appraised of any project issues.
All documents received, sent (via hard copy or electronically) will be stored in our Electronic
Document Management files for future reference or retrieval.

The P&A Team's personnel will verify the accuracy of our deliverables in accordance with the
standard procedures and practices of the City's requirements for construction projects. Our
QA/QC policy will guarantee adherence to:

. Project Plans
. County Specifications and Project Special Specifications
. Maintenance of Traffic Plans
. Design Standards
. Other Specifications Included in the Contract by Reference ASTM, etc.
. Standard City Reports and Forms
. QC/QA Guide lists
.
