The following is a
brief description of the scope of services and evaluation of APCTE for the NW/NE 14th Street Roadway
and Drainage Improvements, from FEC Railroad to NE 2nd Avenue (Design Completed in 2009).

The proposed improvements consist of a total reconstruction of an existing two lanes urban road,
construction of new curb & gutter and sidewalk, installation of a new drainage system and new lighting.

The Proposed Drainage System was based in French drains with emergency overflows into the existing
outfall pipes. The proposed drainage system was divided into three basins: 1) Basin 1: from FEC RR N.
Miami AVE: Proposed drainage was a 24" French drain system located on the south side of the road.
This system was connected to an existing 15" pipe at NW Miami CT. 2) Basin 2: from N. Miami AVE to NE
Miami PL: Proposed drainage improvements are based on a new French Drain located on the north side
of NE 14th ST and connected to an existing 12" pipe located on NE Miami CT. 3) Basin 3: from NE Miami
PL to NE 2nd AVE: The proposed drainage improvements include a new French Drain located on the
north side of NE 14th ST, and a discharge connection located at NE 1st CT.

Proposed improvements include also upsizing existing 12" pipe to 15" pipe. Along N. Miami AVE there
were minor drainage improvements limited to changing inlet tops as needed by the proposed roadway
improvements, The length of French Drain provided complies with the water quality requirement.
Minimum roadway elevations were established following the Miami-Dade County Flood Criteria Maps,

My evaluation for this project is as follows (based on scale of l-lD):
. Suitability of the methodologies and approaches used in achieving tasks
. Overall organization to completing the project
. Ability to meet desired timelines and deadlines

q
'l
10

CAPITAL IMPROVEMENTS PROGRAM
444 S.\-\'. 2nd Avenue, 8th Floor / Miami, FL 33130/ (305) 416-1280/ Fax: (305) 416-2153
Mailing Address: P,O.
