<br />Mr. Tomczyk has more than 22 }fears of general civil engineering experience, with a specialty,
<br />in Land Development, stormwater management, floodplain modeling, permitting and private:
<br />development engineering and construction administration. He has extensive experience the
<br />design/ implementation of grant funded public and quasi-public entities in the generation of
<br />technical specification and grant management. Additionally, Mr. Tomczyk has been utilized
<br />as an expert witness for courtroom testimony for land use and stormwater management!
<br />floodplain management issues. Mr. Tomczyk has also provided engineering and support
<br />services for federal, public and private clients for residential, industrial. and institutional
<br />development. Key services include structural, land development site plan/engineering
<br />preparation, development feasibility study, subdivision design, roadway design, stormwater
<br />management , floodplain and riparian engineering, grading (earthworks), drainage and
<br />erosion control, road design, traffic improvements, environmental design and restoration,
<br />construction specification, commissioning, and procurement of all local, county, state and
<br />other governmental approvals.

<br />RELEVANT EXPERIENCE

<br />COUNTESS HOERNLE PARKIDC, BOCA RATON, FL: Project Manager/Civil Engineer
<br />for a contract providing comprehensive project management and full turnkey consulting
<br />services for the development of a 228-acre park. The City completed a preliminary Master
<br />Plan in early 2006 for the entire site. The overall scope of services for the park development
<br />includes the following: project management; survey; geotechnical; environmental; landscape
<br />architecture/land planning; reclaimed water; civil engineering; architecture; mechanical/
<br />electrical engineering; structural engineering; permitting; bidding and construction.This project
<br />includes the design of the Phase I Master Plan components for the South Site, comprising
<br />approximately 171-acres, to satisfy the City's immediate need for softball and soccer playing
<br />fields, while being environmentally and culturally innovative.

<br />VILLAGE OF CANAL POINT SANITARY SEWER IMPROVEMENTS, PAHOKEE,
<br />FL: Supervising Engineer for the design of low pressure sewer system within the Village to
<br />replace malfunctioning septic systems.The low pressure system consisted of 68 grinder pumps
<br />and 2 lift stations that tied into the existing City sanitary system. The system was permitted
<br />by the County of Palm Beach and the Florida DEP. The project was funded through a Joint
<br />Partner Agreement UPA) with the USDA, Palm Beach County and the City of Pahokee.

<br />MAsTER PLAN IMPLEMENTATION PROJECTS, BROWARD AND MIAMI- DADE
<br />COUNTY FL: Responsible for the overall project coordination and implementation of
<br />stormwater retrofit projects for Municipalities in Broward and Miami-Dade Counties, Florida.
<br />Projects included construction plan preparation, permitting, project specifications, bidding
<br />and certification. Project elements included: collection system, exfiltration systems, DOT
<br />tie-in, and pump stations.

<br />MUNICIPAL DREDGING PROJECTS, BROWARD AND OKEECHOBEE
<br />COUNTIES, FL: Responsible for the overall coordination and completion of canal
<br />dredging projects for South Florida municipalities in Broward and Okeechobee Counties,
<br />Florida. Projects included construction plan preparation, permitting, project specifications
<br />and bidding.

<br />STORMWATER MASTER PLANS FOR FLORIDA MUNICIPALITIES, BROWARD,
<br />OKEECHOBEE, AND MIAMI-DADE COUNTIES, FL: Responsible for the overall
<br />coordination and completion of stormwater master plan municipalities in Broward,
<br />Okeechobee, and Miami-Dade Counties, Florida. Projects included assessment of existing
<br />stormwater programs, budgeting, modeling, utility facility, and conceptual improvement plan
