Interview identified police and community representatives to gain an understanding of their issues, <br />concerns and the security needs for this project. We will also discuss any previous history of <br />criminal, security and safety incidents within the City that may impact this review. <br />4. Gather data on applicable threat and risk profiles for both man-made and natural disasters. Our <br />team will confIrm both known and perceived threats to the City and strive to determine the potential <br />vulnerability and potential impact of such threats. <br />5. Conduct interviews of and liaise with select representatives of the Sunny Isles Police Department and <br />any other City, State and/or Federal agencies that may have purview over the security and safety <br />requirements to ensure that the developed Assessment fully incorporates all concerns of responsible <br />individuals. <br />6. Develop a Risk Assessment and Mitigation Plan for the City based upon crime statistics for the <br />surrounding area, threat intelligence information, natural disaster statistics, service interruption <br />history and previous incident history. From this information and our own experience, our team will <br />review, challenge and refine existing threat assumptions and develop a comprehensive and detailed <br />analysis of both plausible and likely threat scenarios that may impact this facility. Further, we will <br />assign a level of probability (per chosen assessment methodology) to the various threat scenarios <br />developed. All of our analysis will be conducted in-line with proven risk assessment methodologies. <br />7. Produce a comprehensive Risk Assessment and lYIitigation Plan that clearly defines all threats <br />examined and our estimation of both probability and potential impact should the event occur. In <br />order to ease review, we will produce a companion matrix that quantitatively illustrates each of the <br />assessment elements in an easy-to-follow format. <br /> <br />) <br />) <br /> <br />) <br /> <br />) <br /> <br />) <br /> <br />) <br /> <br />) <br /> <br />) <br /> <br />) <br /> <br />) <br /> <br />} <br /> <br />Task 2. Master Security Plan Preparation and Submittal <br />The product of this phase and its deliverable will be a Master Security Plan (lYISP) developed to specifically <br />address and mitigate the threats, risks and vulnerabilities identified during our prior efforts for the City of <br />Sunny Isles Beach. The MSP will serve as the blueprint for a citywide security solution and include a <br />comprehensive list of our fIndings and their associated recommendations. <br /> <br />T&M will meet and/ or teleconference regularly with the City project team to collaboratively discuss and <br />validate initial findings and to introduce preliminary recommendations. <br /> <br />In order to produce the MSP, we will: <br />1. Utilize the scenarios developed in the Risk Assessment and Mitigation Plan to document the <br />projected consequences to the City, and offer deterrence, detection, mitigation and/or prevention <br />recommendations as appropriate.
