O'Neill is a security professional with over twenty years of law enforcement experience, interfacing with <br />various private sector organizations as well as other law enforcement agencies. He has experience in policy <br />direction, strategic planning, personnel management, training, and emerging technologies. ]'vIr. O'Neill has <br />strong physical security assessment and physical security planning experience. <br /> <br />) <br /> <br />) <br /> <br />Prior to retiring from the New York City Police Department (NYPD), Mr. O'Neill was assigned to the <br />NYPD Counterterrorism Division Infrastlucture Protection Section. During this time, he was promoted to <br />Sergeant Supervisor of Detectives, a discretionary rank only held by approximately two percent of NYPD <br />Sergeants. <br /> <br />} <br /> <br />) <br /> <br />) <br /> <br />SELECTED EXPERIENCE <br />]'vIr. O'Neill's experience as a professional law enforcement officer, and a private sector security consultant <br />provided him with the ability to respond to a number of projects and pursuits requiring significant knowledge <br />and capability in the security arena. The following examples detail some of the projects or significant efforts <br />in which he has played a major role: <br /> <br />) <br /> <br />\ <br /> <br />Master Security Plan <br />Comprehensive counter-terrorism security analysis for a significant area of Manhattan scheduled for major re- <br />development over an extended period of time to include an Area Characterization Study documenting current <br />and future conditions including threat analysis; recommendations for threat deterrence, mitigation and <br />recovery; creation of the area Master Security Plan <br /> <br />Office ofthe Mayor, Security Structures Task Force <br />]'vIr. O'Neill was specifically chosen to represent the NYPD on a multi-agency working group tasked by the <br />First Deputy Mayor to review physical security plans for critical infrastructure (Yankee Stadium, Citi Field, <br />US Mission to UN, Citi Group Center, Pennsylvania Station-Madison Square Garden, Power and Rail <br />Control Centers-MTA, Goldman Sachs, \\!TC, New York Stock Exchange, One Police Plaza,) to ensure <br />business continuity and operational continuity for publicly and privately owned infrastructure in New York <br />City. <br /> <br />NYPD Security Advisor to NYC Economic Development Corporation <br />IvIr. O'Neill was a member of a select team of NYPD Counterterrorism members that acted as secmity <br />advisors to New York City's Economic Development Corp. for high-profile development projects city-wide <br />(World Trade Center, Hudson Yards development, Brooklyn Atlantic Yards development, Jacob Javits <br />Center, Barclay Arena, etc.).
