O'Neill led a team of NYPD investigators tasked with <br />conducting security and vulnerability assessments of critical infrastructure and key resource sites in the City of <br />New York. These assessments included distributed network infrastructure that included critical nodes <br />outside the City. The assessment team regularly reported to the Deputy Commissioner Counterterrorism, <br />and on specific occasions, the Police Commissioner. <br /> <br />Daniel Patrick Moynihan Southern District New York Federal Courthouse (2009 - 2010) <br />As a team leader with NYPD Counterterrorism Division (fhreat Reduction Infrastructure Protection <br />Section), Pat O'Neill conducted and led security assessments of the Daniel Patrick Moynihan Southern <br />District New York Federal Courthouse (SDNY) Courthouse, the U.S. Attorney's Office and surrounding City <br />and State courthouses pursuant to U.S. Attorney Eric H. Holder's proposal to prosecute high-profile accused <br />terrorists in Federal courts in Manhattan and Brooklyn, NY. This project required coordination with the <br />Department of Homeland Security Protective Security Advisors, members of the U.S. Marshall Service, and <br />the Federal Protective Sen/'ices. <br /> <br />) <br /> <br />NYPD Publication - Security Engineering Handbook <br />Mr. O'Neill was a member of a small group of subject matter experts within the NYPD Counterterrorism <br />Division that was requested by the Deputy Commissioner Counterterrorism to collaborate on the New York <br />City Police Department's Counterterrorism Bureau's 'Engineering Security Report' which is currently used by <br />law enforcement and the private sector <br /> <br />) <br /> <br />\ ) <br /> <br />) <br /> <br />} <br /> <br />FEMA Risk Management Series Peer Review <br />During his time with the Counterterrorism Division, .1\11". O'Neill collaborated with representatives from DHS <br />FEMA and private security consultants to peer review and beta test specific assessment methodologies and <br />Risk Management Publications (FEMA 430 & 455). <br /> <br />) <br /> <br />9/11 Terrorism Trial Planning <br />Mr. O'Neill was a member of a select group ofNYPD officials assigned to a task force that was charged with <br />writing the NYPD Terrorism Trials Security Plan. This select group was hand-picked by the NYPD Chief of <br />Department to design a plan to protect people and property in the lower Manhattan area pursuant to the U. <br />S. Attorney General's decision to try high profile terrorists in Manhattan and Brooklyn Federal Courts.
