Resolution No. 2012-1839 was adopted by a voice vote of 5-0 in favor.

101. Add-On:
A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Urging
Miami-Dade County to Reject Any and All Large Scale Special Event Requests
Planned for Haulover Park; Directing the City Clerk to Transmit a Copy of this Resolution
to Miami-Dade County Mayor and Members of the Board of County Commissioners;
Authorizing the City Manager to Do All Things Necessary to Effectuate this Resolution;
Providing for an Effective Date.

Action:: [City Clerk's Note: Item distributed prior to the meeting See additional action
under Item 4A.] City Clerk Hines read the title, and City Manager Cohen reported that this is
as a result of recent information that has come to the City about an event that is being
proposed at Haulover Park. It is a four-day concert event to run from Wednesday to Saturday
from 2:00 p.m. to 11 :00 p.m. He and Chief Maas attended Bal Harbour's Commission
meeting on Tuesday night where they discussed and passed a similar Resolution. The feeling
there as well as with staff here is events of this magnitude overwhelm the resources of our
community, and they pose public safety risks as well because traffic comes to a virtual
standstill and it makes it impossible for both our Police Department and the Fire Department
to be able to respond in a timely manner to parts ofthe City that are impacted by this traffic.
It places an undue financial burden on us, it taxes the resources of our Police Department
four days of overtime over and above what the officers work.

Public Speakers: None

Mayor Edelcup asked if it would be helpful ifthis Resolution is forwarded with a letter from
the Chief, and City Manager Cohen said we will be forwarding this to both Mayor Gimenez
and to the Parks Director, and ChiefMaas did have a conversation with the Parks Director.
There is a process where local law enforcement is consulted and their opinions are heavily
weighted in the process. We are also going to reach out to the Mayor's office as well to
make sure that he is clear about our displeasure, Bal Harbour's displeasure, Bay Harbor and
Surfside are also weighing in the negative as well. He noted that the way the resolution is
written it does not preclude wide scale activity that does not present a burden to surrounding
municipalities, and we welcome that type of activity as it can bring some economic activity

16
