Francis is a recognized Subject Matter Expert in security and related issues. His extensive experience in <br />the security profession spans both government and industry. He has over 30 years of diverse experience in <br />the areas of facility vulnerability analysis, Crime Prevention Through Environmental De,;gn (CPTED), <br />distinguisheu person protection, counter-terrorism, !Ugh-threat environment security, facility planning. guard <br />force management, emergency management, information security, and security management system <br />development. <br /> <br />During his distinguished sccurity career, he has been respoosible for the developmen; planning and <br />implementation of complete security programs that included security policies and procedures, security <br />awareness training programs, and emergcn<.;y procedures and evacuation plans. He has managed both a <br />contract and proprietary guard force. <br /> <br />SELECTED EXPERIENCE <br />Mr. Francis' broad range of experience providcd him with the ability to respond to a number of projects and <br />pursuits requiring significant knowledge and capability in the security arena. The following examples detail <br />some of the projects or significant efforts in which he has played a major role: <br /> <br />Moster Security Plan <br />Comprehensive counter-tmonsm security analysis for a significant area of Manhattan scheduled for major re~ <br />development over an extended period of time to include an Area Characterization Study documenting CUttent <br />and future conditions including threat analysis; recommendations for threat deterrence, mitigation and <br />recovery; creaLion of the area Master Security Plan. <br /> <br />franklin County Courthouse, Columbus, OWo (2007) <br />Jim Francis led the T&M effort for the Franklin Connty Courthouse project, which involved conducting an <br />assessment of 1;ecu.ti.ty risks, measures and practices at the Courthouse's Juvenile Detention Center, Jobs and <br />Family Services offices and the 911 Call Center Annex all located in close proximity to thc Franklin County <br />Courts (FCC) facility in Columbus, Ohio, This effort included conducting a thorough tour anu survey of the <br />added facilities to gain a complete understanding of security measures in~place and to evaluate their <br />effectiveness.
