<br />T<M <br /> <br />Protection Resources <br /> <br />T&M PROTECTION RESOURCES, LLC - RFP # 12-01-02 - PAGE 26 <br /> <br />9/U Security Task fotce <br />Mr. Francis was specifically chosen to assemble and lead the Kroll5ecurity assessment taskforce responding <br />to the tremeudous demand immediately after the 9/t 1 tragedIes. He pulled together a high caliher <br />professional team from his strong contact Lase, established assessment standards, developed report formats, <br />and identified project tracking tools. The projects involved assessment of signature and other glohal facilities <br />for Fortune 100 corporations, and reviews of all transportation facilities/modes in and out of the NY <br />Metropolitan Area. <br /> <br />GSA Development of Federal Building Guidelines <br />.Mr. Francis was one of but a few private industry security experts invited to contribute to a GSA Workshop <br />charged with developing the new security guidelines for US Government buildings after the Oklahoma City <br />bombing. The particular section of the manual that Mr. Francis chaired was the devdopment of threat <br />assessment guidelines and vulnerability criteria. <br /> <br />Gulf Coast Council, Conference P2.iace, Abu Dhabi <br />This project consisted of developing and implementing security protective systems and measures for the <br />conference palace that is used to host the leaders of the member countries of the Gulf Coast Council. It <br />involved protection for Heads of State and utili2ed the most advanced methods of perimeter protection, <br />intrusion detection, access contro~ CCTV monito.ring, and comm.a.nd/ control systems. Mr. Francis was the <br />suhject matter expert who developed all planning strategies and presenl:t:d the protection scheme, to GCC <br />represenmtives far review and approval <br /> <br />International Trade Center, Barcelona <br />This International Trade Center was constructed to set'Ve as the major trade facility for the Mediterranean <br />area and as such had significant security concerns. Mr. Francis perfa!1lJf'.d the initial threat assessment for <br />this facility and developed the security strategies and counter-measures necessary to minimize the threats and <br />vulnerabilities. These measures included operational procedures, electronic security systems, and architectural <br />enhancements to the facility. <br /> <br />Iraqi Oli & Gas Pipeline Infrastructure Security <br />.l\iIr. Fra.ocis and one of his staff members were the only private industry participants in a recent conference at <br />CIA Headquarters in Langley, Va. convened to brainstorm p.rotective measures that could be employed to <br />better protect the oil and gas pipeline infrastructure in post-war Iraq.
