<br />Summary Minutes: Special City Commission Meeting <br /> <br />March 28. 2012 <br /> <br />Sunny Isles Beach, Florida <br /> <br />requested by the Commission at the last Workshop [March 2, 2012], and Mr. Milton said <br />ycs, that they want to corrcct that on the record, they wrote in there by mistakc that it was <br />requested by the Mayor when it should say rcquested by the Commission [page 3 of letter]. <br /> <br />Mr. Schulman said lastly while we havc flexibility in our landscape plan, it is still their <br />intention to create what their Landscape Architect has called a Butterfly Park with plants that <br />attract butterflies which is a vcry unique European idea and they would like to try to keep <br />that going. The project has developed quickly and very extcnsivcly for the future of the City. <br /> <br />Commissioner Aelion said we gave ourselves a cciling of$16.5 Million for the project, and <br />we are at that level. On the footnote in the letter [page 2] you note that you don't have a soil <br />rcport yet, and once this is incorporated into the final design you may have a variance of cost <br />and you mentioned $20 a square foot, is that something that may potentially incrcase the <br />number that we have or is it something that you took into account, and Mr. Castiiieira said it <br />is actually the other way around, it would decrease the number. Right now we have it priced <br />in the worst case scenario which is with the structural slab. So once we get the soil rcport, <br />and oncc wc get the engineer involved and actually doing an analysis, if we can do it as a <br />non-structural slab and more of what they call a floating slab or slab on break then thcre will <br />be a reduction. They call it a floating slab because it is not attached to the main structure, it <br />would be a fraction of an inch ifanything. City Manager Cohen said to clarifY for the record, <br />the slab that we are talking about is specific only to the storage area, the rest of the structure <br />will be built on a pile system with the structural slab. This is where based on the soil <br />conditions it will be determined whether or not thc slab in the storage area requires a <br />structural slab or a floating slab. <br /> <br />Commissioner Aelion said on the possible future built of a banquet hall above the garage <br />structure, he noted there are side built elevations from the garage, protruding up, on top of <br />the level of the open space of the garage, is that taken into consideration for the future built, <br />when you build something on top and you havc thosc two protruding site structures, he finds <br />it hard to see how that can be incorporated into a future build on top. Mr. Castifieira said as <br />part of the process of dcsign at this moment and to get to this point, we did a study of a <br />possible 4th floor addition already, and thc 4th floor will actually be layered back so that the <br />element doesn't become a conflict and it becomes actually part of the artistic element. <br />Commissioner Aelion asked about the potential bridge, it was not clear that from south going <br />north if the connection would bc from the 2"'1 floor or from the 3rd floor garage area going <br />across and is it something from the ground bcing built as an ercction with a elevator or walk <br />and then across. Mr. Castiiieira said in the previous package they had photographs of it, it is <br />going to be the towers at either end of the pedestrian bridge which are completely <br />indcpendent of the garage, and they house the elevator shaft, the elevator in the middlc, with <br />a stair that wraps them to also have stair access to the pedestrian bridge. Commissioner <br />Aelion also wanted to address the issue of the 8-foot fence which is quite visible and <br />clevatcd, it is the aesthctic look and so he doesn't know if we need to make some <br />enhancements. City Manager Cohen passed around the page from the schematics, at the <br />bottom of the page it shows what the fence would look like at this location ifit were 6-foot, <br />and the difference is on the south side there is no berm and we would leave a 6-foot fence <br />but on the north side because of the berm, the fence is only extending about a foot.
