Qualifications <br /> <br />Relevant Experience, Qualifications and Past Performance <br /> <br />Noise Impact Assessments and Sound Studies can be prompted by a variety of projects such as local <br />permitting requirements involving exterior audio systems and amplified music, development of a new <br />roadway, existing roadway expansions, community development, transit system improvements and noise <br />abatement. <br /> <br />Stanley Consultants Inc. performs small and large scale noise and sound assessments. Our staff is <br />certified by the Florida Department of Transportation to perform Traffic Noise Analysis as part of the FOOT <br />Project Development and Environmental Process. Our capabilities include identification and classification of <br />noise sensitive receivers, field data collection of existing sound levels and noise modeling utilizing the <br />FHWA's TNM 2.5 Software. Our staff is experienced in sound barrier analysis and site specific design. <br />Typically, noise and sound contours are developed to exhibit a site's existing noise levels and insertion loss <br />is modeled relative to the placement of a proposed sound barrier. <br /> <br />We believe our project team is the best qualified to provide you with the services you require. Our Project <br />Manager, Courtney Arena, M.S. has completed several noise projects and contributed significantly to <br />noise abatement / reduction design. She completed the Traffic Noise Analysis Certification (Course <br />Number T-19-0005) hosted by the FOOT Environmental Management Office October 23-25, 2007 and the <br />Traffic Noise Modeling (TNM) & Traffic Noise Fundamentals Specialized training course for FHWA's TNM <br />2.5 Software for Impacts Assessment and Noise Barrier Analysis, Design and Siting in 2009. Ms. Arena is <br />familiar with the issues that affect both our client's and communities that are experiencing noise <br />disturbances from a variety of sources. Some of her work includes: <br /> <br />Santa Barbara Blvd. Noise Study Report Reevaluation & QAlQC, Naples, FL. Ms. Arena was the Noise <br />Specialist for field data collection, modeling and noise barrier siting to supplement a Noise Study Report for <br />expansion of Santa Barbara Blvd. <br /> <br />Region's Bank, Sunrise, FL. Ms. Arena conducted field measurements of ambient sound levels for <br />determining residential noise impacts from a proposed bank's exterior audio system across a six-lane <br />roadway. The approach, methodology & results of this study were presented at the Transportation <br />Research Board's Noise & Vibration Conference, Key West, FL, July 2008. <br /> <br />Florida DOT, District 4 OW PD&E FEC Amtrak High Speed Rail (HSR) Noise Study. Ms. Arena <br />provided field data collection support and report preparation. The FT A Rail Model was used to verify the <br />expected noise levels from the proposed Amtrak Service and to supplement documentation for the <br />Programmatic Environmental AssessmenUFONSI Document. <br /> <br />Florida DOT, District 4, SR 710 (Beeline Hwy.) Draft Noise Study Report.
