Mr. Kinney is recognized as a qualified Expert Witness in <br />the State of Florida in the field of transportation and construction noise for the FDOT Districts 2 & 4, the <br />Orlando Orange County Expressway Authority, and the Jacksonville Transportation Authority, Development <br />and implementation of comprehensive Sound Control Plans and Noise Monitoring Programs for <br />transportation agencies, government agencies, and the private sector. More recently, he completed the <br />FTAt FRA Noise and Vibration Assessment for the FEC Amtrak High Speed Rail Study (ETDM # 11860). <br />Mr. Kinney is a current member of the Florida Department of Transportation Noise Task Team (NTT) and is <br />a Full Member of the Institute of Noise Control Engineering (lNCE). He holds certifications for the FHWA <br />TNM 2.5 Noise Model and the Basic CadnaA Noise Model. Mr. Kinney's participation adds a level of <br />expertise and experience in noise solutions for high density population areas in South Florida. <br /> <br />Our team also includes Mr. David Sinneway, III of AVT, Inc. Mr. Sinneway will provide the computer <br />modeling services for this project. A VT, Inc. is a firm that specializes in acoustical treatment, noise and <br />vibration control, and sound isolation. A VT, Inc. specializes in computer modeling for noise vibration, <br />acoustical systems, noise abatement, and vibration control. <br /> <br />Stanley Consultants staff is experienced in conducting noise and acoustical assessments and analysis for a <br />variety of projects and clients. Ms. Arena and Mr. Kinney have collaborated on projects in the past and have <br />a solid working relationship. Our team's combined expertise in noise monitoring, computer modeling and <br />noise abatement design, full-service engineering and public involvement participation makes us best <br />qualified to assist you in finding a balanced solution for reducing noise levels emanating from the Town <br />Center Skate Park.
