Additional duties included
conflict resolution between the client and the
contractor, Record Set drawing preparation
including incorporating changes made during
construction, and participation in the startup and
testing of each gate.

SFWMD C.43 Design, West Storage Reservoir;
South Florida Water Management District;
Hendry County, FL, US--Cost Estimator
responsible for cost estimating quantity take off and
MCACES cost estimate. The C-43 Basin West
Storage Reservoir is part of a project to provide
reservoir storage for the entire Caloosahatchee
River basin as part of the Comprehensive
Everglades Restoration Plan (CERP). The purpose
of the project as defined in the CERP is to capture
C-43 Basin high flows due to runoff and releases
from Lake Okeechobee. Stored flows will be
released during low flow periods. The facilities were
designed for environmental water supply deliveries
to the Caloosahatchee Estuary, water supply
benefits, some flood attenuation, and water quality
benefits by reducing salinity and nutrient impacts of
runoff to the estuary. The goal of the West Storage
Reservoir was to provide 160,000 acre-feet of
storage. The project cost was approximately $334
million excluding land acquisition.

Spillway 155A; U.S. Army COE, Jacksonville
District, FL, US--Cost Estimator responsible for
MCACES Cost Estimate for this project for design
of a new two-bay ogee weir spillway in Canal C51.
A temporary by-pass diversion canal and cofferdam
design was required for this project. Ancillary
facilities included a control building, access road,
and power line routing.

Tamiami Trail Phase 2; U.S. Army COE,
Jacksonville District, FL, US--Cost Estimator
responsible for MCACES Cost Estimate for this
project. Project included the final design for
construction of additional cross drain culverts along
the Tamiami Trail (US 41). The project limits
considered approximately 50 miles of the Tamiami
Trail corridor. The final design provided for the
construction of new cross drain culverts at

approximately 48 sites. Maintenance of traffic was a
major part of the final plans. The project included
drainage structure plans and details, plug/driveway
site plans, phased maintenance of traffic plans,
signing and marking plans, culvert typical sections,
milling and resurfacing cross sections, design
analysis report, design document report, and
quantity summaries.

Kissimmee River Restoration 6A2; U.S. Army
COE, Jacksonville District, FL, US--Cost
Estimator responsible for cost estimating quantity
take off and MCACES cost estimate. This was a
multi-task effort to restore the Kissimmee River to
its natural condition, including plugging the channel
to force the river to spread into the floodplain and
modifying US Hwy 98 to accommodate the restored
conditions. Hwy 98 modifications included areas of
vertical and horizontal re-alignment, a new bridge,
and replacing culverts. Additional work in the
Kissimmee River basin included design of water
control structures along Canal C-41 A and design of
dredging, levees, a boat ramp, recreation facilities
and water control structures.

Okeechobee Storm Water Treatment Areas:
Taylor Creek and Nubbin Slough; U.S. Army
COE, Jacksonville District, FL, US--Cost
Estimator for MCACES for evaluating the feasibility
of rehabilitating Barkley Powerhouse located on
Cumberland River inlet. Project included
rehabilitation of four vertical Kaplan turbines rated
at 58,000 hp and 44' net head. Performed feasibility
study and final design of two storm water treatment
areas in the headwaters of Lake Okeechobee. The
1,500-acre constructed wetlands were designed to
remove phosphorus from Nubbin Slough and Taylor
Creek as part of a State legislated critical program
to reduce eutrophication in Lake Okeechobee.
Project included hydrologic and hydraulic modeling
to calculate phosphorus loading and removal, 2-D
hydraulic models to improve circulation throughout
the ST As, 1-0 hydraulic models for drainage
channels and flood control, groundwater seepage
model, multiple-unit pump stations, water control
structures, auto-samplers and water level gages,
telemetry and programmable logic controllers.

27

~
Stanley Consultants INC.
