We <br />involve our consultants in all aspects of the development of estimates to make sure each element is properly budgeted, <br />We maintain a database of projects recently bid so we can continuously compare and update our cost assumptions. <br /> <br />Our quality control process focuses on eliminating omissions and confusion within the construction documentation <br />process, thereby minimizing addendums and change orders during bidding and construction. <br /> <br />Design Process <br /> <br />The design process that we have outlined as part of this response is one that we repeatedly use for our public and private <br />clients, It enables early dialogue with all relevant governing agencies, analysis of codes and regulations and workshops <br />with the City officials and residents. In these workshops we will be discussing these regulations within the context of find- <br />ing the most cost effective, time effective and successful solution to the established goals, <br /> <br />We are proposing to follow this process for the development of the all tasks assigned to our team. We of course are <br />open to changes from the City's staff to tailor the process to more specific goals which we may not be aware of at this <br />point. <br /> <br />Public Participation <br /> <br />Our team believes in the collaborative process, in which the citizens and other affected parties can create strategic vision <br />plans and resolve complex land use issues. We propose a process by which we establish an effective communication <br />system, enable the interested parties to assess and synthesize data, and provide them with the tools to generate and <br />direct settlement options, <br /> <br />For each project task our team proposes a series of early interviews with key stakeholders to assess their interest and <br />understand their concerns. Depending on the scale and schedule for the task - public workshops can be conducted <br />to seek broader input, or the team can work within the framework of a steering committee representative of the project <br />stakeholders. <br /> <br />Our approach builds upon these steps and proposes the following Scope of Services. Depending on the nature of the <br />project task order - some of these steps can me modified or eliminated to fit the particular scope. <br /> <br />Phase 1: Pre-Design Services (6-8 weeks) <br /> <br />Task 1.1- Project Start-up and On-Site Kick-Off Meeting <br /> <br />a) Project start-up includes project manager coordination with the client to refine schedule and milestones, <br />develop an agenda for the kick-off meeting, identify other key stakeholders, and discuss the appropri- <br />ateness of establishing a steering committee for the project composed of staff representatives of the <br />City of Sunny Isles, business and community leaders (if appropriate) and other appropriate agencies or <br />groups. <br /> <br />b) Kick-Off Meeting: At the beginning of the project we suggest the entire Team meet on-site to walk the <br />project, The purpose of this meeting is to conduct a detailed briefing with the city to confirm goals and <br />objectives of the project, discuss issues and opportunities, and conduct a walking tour of the site to gain <br />specific insight into elements of the project. <br /> <br />c) Stakeholder Interviews: To the extent necessary, the team will conduct interviews with key individuals or <br />groups with historical involvement in the project area, to understand their needs, concerns and expecta- <br />tions, <br /> <br />Task 1.2- Data Collection and Analysis <br /> <br />Team members will review available material provided by the client.
