<br />that time, baseline monitoring has been conducted, an <br />environmental management system has been established, <br />and a review of the environmental impacts from specific <br />activities has been conducted. Dr. Exum prepared a <br />comprehensive strategy for conservation of seven large <br />springs that included recommendations for enhancing <br />natural habitat, long-term measures for improving water <br />quality, and an assessment of compatible resource-based <br />recreation. Dr. Exum helped obtain funding for restoration <br />of the wiregrass understory in a rejuvenated longleaf pine <br />ecosystem as a part of a carbon sequestration off-set <br />project. <br /> <br />Open Space Plan, City of Aiken, SC <br />Dr. Exum participated as principal ecologist in the <br />development of a comprehensive open space plan for the <br />City. During the planning process, seven predominant types <br />of open space were identified. These included: natural <br />lands, agricultural lands, equestrian lands, historic and <br />cultural resources, parks, civic spaces, roadways and trails. <br />Dr. Exum facilitated meetings with stakeholders, the open <br />space advisory board, and the public in order to prepare <br />an implementation for each of these types of open space <br />along with a map depicting its highlights. A comprehensive <br />strategy for connecting all of these open spaces was <br />developed and a vision for long-term open space was <br />developed. Specific recommendations were made with <br />respect to the administrative support needed to implement <br />the plan, Comprehensive Plan and Land Development Code <br />changes. Detailed recommendations were provided for <br />implementing each of the seven open space elements in a <br />final report submitted to the City in December 2009. <br /> <br />Coordination of the lake Toho Environmental Working <br />Group, Osceola County, Fl, Client: East Central Florida <br />Regional Planning Council (ECFRPC), Orlando, FL <br />Six large-scale developments were proposed east of Lake <br />Tohopekaliga in northern Osceola County. Because of the <br />magnitude of potential impacts, the U.S. Army Corps of <br />Engineers and the ECFRPC requested that all six developers <br />coordinate the review of potential environmental impacts. <br />Dr. Exum was hired by the ECFRPC to facilitate the Lake <br />Toho Environmental Working Group in the review of these <br /> <br />AS"COM <br /> <br />development projects and the future network of roads <br />that would serve them. Dr. Exum convened numerous <br />workshops to assess the potential for impacts, created <br />design alternatives to minimize impacts, and created <br />a cohesive plan for all six large-scale developments. <br />The Working Group consisted of environmental groups, <br />natural resource agencies, multiple county staff, and <br />representatives from each developer. As a resu It of the <br />Working Group, a consensus Development Order was <br />prepared that was approved by all the counties of the <br />ECFRPC, the developers, natural resource agencies and <br />environmental groups. <br /> <br />Wildlife Habitat Protection Program, Pasco County Board <br />of County Commissioners, Pasco County, Fl <br />Dr. Exum helped Pasco County staff prepare a <br />comprehensive strategy for the conservation of wi ldlife <br />habitat in the County. This work concluded with a report <br />that specified Critical Linkages, Ecological Planning <br />Units, and a large Agricultural Reserve which is intended <br />to provide a long-term strategy for conservation planning <br />in Pasco County. The report made recommendations <br />including a voter referendum for land acquisition, changes <br />in the Comprehensive Plan, and the establishment of an <br />environmental lands acquisition and selection committee. <br />Dr. Exum continued to represent the County through <br />presentations to the Board of County Commissioners <br />(BOCC) and the creation of draft language for the <br />referendum, which was approved. The referendum for <br />funding land acquisition was approved by residents and a <br />40 million dollar fund for land acquisition was established. <br />Dr. Exum helped the environmental lands acquisition <br />selection committee identify priorities for conservation <br />of natural lands across the County.
