Dr. Exum has given expert witness testimony <br />for litigation on conservation planning, threatened <br />and endangered species habitat, wetland issues and <br />environmental permitting. <br /> <br />Project Experience <br /> <br />Big Cypress National Preserve Environmental Assessment <br />(EA), South Florida <br />Dr. Exu m serves as Project Manager for the EA for the <br />Designated Off-Road Vehicle Trail Heads and Turn Lanes <br />project. This project includes an assessment of potential <br />environmental impacts from the construction of trail <br />heads to access designated trails within the Preserve. <br />This work includes field reviews of proposed trail heads, <br />facilitation of a public scoping meeting, consideration of <br />public comments, preparation of the EA, and the creation <br />of Statements of Findings for potential impacts to wetlands <br />and floodplains. <br /> <br />Lake Hancock Land Use and Resource Management Plan, <br />Southwest Florida Water Management District (SWFWMD), <br />Brooksville, FL <br />Dr. Exum led a team of ecologists, GIS specialists, <br /> <br />and recreation planners to develop a natural resource <br />management and recreation plan for conservation lands <br />around Lake Hancock in Polk County, Florida. This <br />assessment involved coordination with resource agency <br />personnel, environmental groups and local governments <br />in the vicinity. Dr. Exum mapped historic communities, and <br />created a detailed, long-term natural resource management <br />plan which specifically defined Desired Future Conditions <br />for a 50-year vision. The team conducted a recreation <br />needs assessment which included interviews, baseline <br />assessments of existing facilities, and a demographic <br />analysis for the region. Dr. Exum presented the final <br />Natural Resource and Recreation Management Plan to the <br />Governi ng Board of the SWFWM D and to the Polk Cou nty <br />Board of County Commissioners. The Plan provides details <br />for short-term management actions and provides the <br />framework for a long-term vision for conservation arou nd <br />the Lake. <br /> <br />Osceola County Conservation Planning, Osceola County <br />Parks and Recreation Department Osceola County, FL <br />Dr. Exum has represented Osceola County on the creation <br />of a conservation strategy for dozens of thousands of <br />acres around Lake Toho, and created natural resource <br />management plans for the major drainage basins within the <br />County. Our work began with the facilitation of a technical <br />working group in order to create Development Order <br />conditions for six large-scale development projects in the <br />northeastern portion of Osceola County. These criteria set <br />the stage for conservation of significant natural resources, <br />protection of Lake Toho, and strategies for conserving listed <br />species including the federally-endangered snail kite and <br />dozens of bald eagle nests which occur around the lake. <br />We crafted Comprehensive Plan amendments and details <br />for a Smart Code for mixed-use development. In addition, <br />we prepared specific natural resource management plans <br />for three tracts for which resource-based recreation and <br />ecological restoration are proposed. <br /> <br />Natural Resource Planning, Suwannee River Water <br />Management District (SRWMD), Live Oak, FL <br />Dr. Exum has represented the SRWMD for more than a <br />decade. His initial work included the development of <br />a comprehensive resource-based plan for recreation <br />across District lands. This plan included methodology <br />for determining whether a proposed recreation activity <br />was appropriate, and for assessing when these activities <br />would cause irreparable impact to the environment.
