He is skilled in the <br />design of civil engineering projects, including water and wastewater treatment plants, <br />water mains, wastewater force mains, reuse application systems as well as large and small <br />land development projects. He also has expertise in hydraulic computer modeling of force <br />main and water main piping network systems, and has done hydraulic analysis on <br />operations associated with water and wastewater treatment plants. Mr. Cooper also has <br />proficiency in surface water hydraulic models, including watershed and hydraulic <br />conductivity analysis. He has worked extensively with permitting agencies including <br />various municipalities, county planning, environmental and health protection <br />departments, Florida Department of Environmental Protection and the Florida <br />Department of Transportation. Prepared all cost <br />estimates, bidding assistance and complete construction management for the entire <br />construction phase. <br /> <br />4 MGD Wastewater Treatment Plant Expansion, City of Pembroke Pines, Florida. <br />Designed additional treatment capacity and sludge digestion. Prepared all cost estimates, <br />bidding assistance and complete construction management for the entire construction <br />phase. <br /> <br />Pembroke Falls Residential Development Site, Pembroke Pines, Florida. Created <br />master plan for all surface water, potable water and sewer systems, sewage lift station <br />design, gravity sewer line design, water main design and cost estimates for all work on <br />1500-acre site.
