Inc. <br />( ~ J".~1 E x C E r T ION A l SOL II T ION 5 <br /> <br />. <br /> <br />BRUCE BERNARD <br />Manager of Field Operations, Construction Observation <br /> <br />SUMMARY OF QUALIFICATIONS <br />Beginning with the plumbing trade in the early 1970s, Mr. Bernard was able to progress <br />to public and private utility plant and field operations for 10 years. He advanced to the <br />public sector for 14 years. During his tenure in the public sector, Mr. Bernard has gained <br />knowledge of drainage concepts and installation, water and wastewater design and <br />installation, roadway construction, and trail system management and wetland <br />requirements. He served for six years as Department Director for Public Works and <br />Capital Projects. Mr. Bernard gained experience in drainage system layout and <br />maintenance, right-of-way maintenance, Capital Improvement project and preparations, <br />plus coordinating of projects through governmental agencies. <br /> <br />PROJECT EXPERIENCE <br />Field Manager, Calvin, Giordano & Associates, Inc. (2006-Present). Mr. Bernard is <br />responsible for project construction management, installation inspection, and field <br />coordination of site work, roadways, drainage and underground utilities. <br /> <br />Public Works Director, Town of Davie, Davie, FL (1981-2006). Directed operations <br />within department in regard to buildings, parks, roadway, right-of-way, trail system and <br />stormwater maintenance. He was responsible for the management of Town of Davie <br />Capital Projects including construction for parks and governmental buildings. He <br />supervised a staff of seventy-two employees, managed a six-million dollar department <br />budget, and eight million dollar capital improvement budget. During his tenure with the <br />Town of Davie, Mr. Bernard served as Chief Wastewater Operator, Assistant Utility <br />Director, Capital Projects Coordinator, and Chief Engineering Inspector. <br /> <br />Lead Operator Wastewater Plant, City of Lauderhill, Lauderhill, FL (1976-1981). <br />Mr. Bernard supervised the operations at a 4 MGD Wastewater Plant with sand filters <br />with polishing pond for surface water discharge. He gained experience in dealing with <br />governmental agencies, activity reports, payroll detailing and supervisory skills <br />overseeing a staff often. <br /> <br />Plant Operator, Southern Gulf Utilities (1974-1976). Mr. Bernard began as an <br />operator trainee and achieved both water and wastewater operator's licenses within <br />one year. He worked to gain knowledge of field operation and plant design. <br /> <br />Plumbers Apprentice, Mears Plumbing (1972-1974).
