Approach / Methodology <br /> <br />'\ <br />, <br /> <br />The RFQ clearly states the objectives of the project and the Chen Moore and Associates (CMA) team <br />is ready to provide the requested improvements. <br /> <br />Project Analysis <br /> <br />The successful design of any project hinges on a thorough understanding of the client's needs. If selected <br />to develop the design for the parks, the team will immediately set up site visits and a meeting with the <br />City's project manager to analyze the existing conditions of the site and establish goals and time frames <br />for the successful completion of the project. <br /> <br />After conducting a preliminary analysis of the project sites, we believe there are three additional factors, <br />in addition to the requirements stated in the RFQ, that need to be addressed for successful completion <br />of the project. <br /> <br />. Because of their location on the bay across from low rise and high rise residential properties, the <br />park designs needs to consider that users will experience the parks at ground level and residents <br />will also view the parks from above. We will strive to develop a design that is pleasing when viewed <br />from adjacent properties, and to make the park user's experience feel intimate and not feel they <br />are on display. <br />. While beautiful, Florida's coastal environment can be brutal for the durability of man-made goods <br />and on inappropriate vegetation that is not suitable for the coastal environment. Having completed <br />four coastal parks, with an additional two under design, and miles of streetscapes in Florida's coastal <br />environment, the CMA team knows how to select the appropriate paving, site furnishings, lighting, <br />signage, construction, and plant materials to ensure that capital expenditures are used wisely and <br />long-term maintenance is kept to a minimum, <br />. The third item is related to user safety. CMA uses Crime Prevention Through Environmental Design <br />; (CPTED) principles in all of its site designs. This includes incorporating clear zones through perimeter <br />elements in order for police to easily view the park from their patrol cars; incorporating adequate <br />lighting; and not incorporating areas or design features where potential criminals can easily hide. <br />Pedestrian safety is also of concern. Collins Avenue experiences a high volume of traffic at relatively <br />high speeds. Clear indication of points for pedestrian access to the parks along Collins Avenue need <br />to be incorporated into the design to avoid conflicts with automobiles. <br /> <br />Project Approach <br /> <br />Kick-off Meeting <br />Upon receiving Notice to Proceed (NTP), CMA will schedule a project kick-off meeting with the City's <br />management team. The purpose of the meeting will be to develop the goals for the project, agree on a <br />schedule, and to review the team's site analysis. The CMA project team will have visited the site prior <br />to meeting in order to have a set of fresh eyes on the site and bring additional ideas to the table prior <br />to possibly being influenced by the City's experience with the project. This can often lead to project <br />enhancements or additional issues that may need to be addressed in the design and permitting process. <br />The team will also have performed due diligence from a planning and zoning perspective to ensure <br />that we understand the entitlement and approval process for the project. After the meeting, CMA will <br />provide the City with Meeting Minutes and a Project Schedule, and will order necessary geotechnical, <br />structural, and topographic surveys. We will also begin to move foward with 30% Design Documents. <br /> <br />CMA has advanced in-house Geographic Information Systems (GIS) capabilities, including accurate <br />UDAR (Light Detection and Ranging) data for a significant portion of South Florida, including the City of <br />Sunny Isles Beach.
