Throughout his career, he has
positively infl uenced development across the U.S. (40 states) and worldwide in 24 countries on
6 continents. He has led the global master planning practice for international fi rms with projects
encompassing over 250 million total acres (386,000 square miles), creating over $52 billion
in new construction and over $10 billion in fees. A client-focused, collaborative, and creative
professional, he has worked with a broad array of clients, representing projects in almost every
market sector: aviation and airport planning; mixed-use master plans; corporate campuses;
sports and entertainment districts; development guidelines; town and regional planning; district
and corridor planning; university campuses; healthcare and medical campuses; urban design
and place-making; hospitality and resorts; and visioning.
As a consultant and project principal, Mr. Pobiner has over 25 years in senior management
with national and international practices, has maintained an 80 percent hit rate (proposals and
interviews) and a 75 percent client retention rate, and was interviewed for the documentary
fi lm “Revival of Community.” His innovative method uses three unique and proprietary planning
approaches:
1. NANO Plan (TM) (Narrow Area/New Objective)–NANO plans are applied to small areas
requiring a focused approach, such as districts and corridors;
2. Rapid/Response Plan (TM)–Deployed for communities that seek to grow in both a rapid
and responsible manner; and,
3. FastForward Plan (TM)–An accelerated approach that results in a completed master plan
in approximately half the time of a standard approach.
Mr. Pobiner was honored by his peers with induction into AICP’s College of Fellows (FAICP),
recognizing his achievements as a planning consultant. FAICP is the highest honor given to
professional planners, with around 350 active members worldwide. He was also one of the
fi rst professionals worldwide to earn the CNU-A accreditation (from the Congress for the New
Urbanism), the only certifi cation that combines principles of sustainability and urban design.
There are only approximately 225 CNU-A professionals worldwide.
Mr. Pobiner’s project experience prior to joining Atkins includes:
Adriatica Mixed-Use Master Planned Community, McKinney, TX.
