Ms. <br />Caborn thoroughly understands the municipal park planning process through her experience <br />as the Parks and Recreation Director for the City of St. Cloud, Florida, where she was actively <br />involved in all aspects of park planning, including extensive public involvement and facilitation. <br />Ms. Caborn also brings experience with Crime Prevention through Environmental Design <br />(CPTED) strategies to this project and will be benefi cial should elements such as natural <br />surveillance, territorial reinforcement, and natural access control be required. <br />Ms. Caborn’s Atkins park planning and project management experience includes: <br />Walk-n-Sticks Park Master Plan, Osceola County, Florida. Atkins provided master planning <br />services that included: two conceptual plans, a fi nal master plan, two public meetings and a <br />cost estimate. The park is envisioned to be an “extension of your backyard” for the neighbors <br />who live adjacent to the property, yet serve all the residents in this densely populated area of <br />the county. The park will take advantage of the existing topography remaining from the golf <br />course by having an extensive trail system that meanders throughout the site and along the <br />existing water bodies. Other site amenities will include a playground, community garden, picnic <br />areas and shade pavilions, an exercise course, Frisbee golf course, fi shing dock, and open space. <br />Veteran’s Memorial Park Expansion, Hillsborough County, Tampa, Florida. Atkins was <br />commissioned to provide master planning, design, permitting, and construction document <br />services to the Hillsborough County Parks, Recreation, and Conservation Department. Tasks <br />included an entry feature, signage and icon, observation deck, road and trail expansion, <br />driveways, and parking and service areas. <br />Daughery Park Master Plan and Construction Documents, Polk County, Florida. Atkins <br />was selected by Polk County Leisure Services to develop a master plan, conceptual, and fi nal <br />design of the new 27-acre West Daughtery Road park project located north of Lakeland. <br />Master planning services consisted of the preparation of an opportunities and issues analysis, <br />development of conceptual and consensus plans, presentations at public meetings to solicit <br />input from the community, and cost estimates. The fi nal master plan included soccer fi elds to <br />relieve Hunt Fountain Park; pedestrian circulation including walking paths; site lighting including <br />“green” sports lighting; a secondary entrance to service a passive park area; a picnic/passive <br />area, open space, and playground; and parking. <br />Loyce Harpe Park Senior Ballfi eld Complex, Polk County, Florida. Loyce E. Harpe Park, <br />formerly known as Carter Road Park, is an approximately 535 acre regional park owned <br />by Polk County and located in the City of Mulberry, Florida. Atkins is providing design and <br />environmental permitting services for an additional senior league baseball complex located on <br />about 20 acres of reclaimed phosphate mine land. The complex will consist of three new 325- <br />foot senior league baseball fi elds, a new concession building, pavilions, pedestrian circulation, <br />and parking areas. <br />Santa Rosa County District Five Parks and Recreation Master Plan, Santa Rosa County, <br />Florida. Park planner for this project.
