For existing facilities already within the District Five Parks and Recreation system, Atkins
reviewed the current maintenance condition and estimated future replacement timeframe to
help in developing a short-term (5-year) and long-term (20-year) plan for capital improvements.
Public input was obtained through focus group meetings, a public meeting, and an Atkins-
developed Web-based survey.
