His transportation planning experience includes geometric, functional, and <br />freeway planning as well as multi-level interchange alternatives. <br />Mr. Alqasem’s project experience includes: <br />General Traffi c Engineering Consultant, City of Fort Lauderdale, FL. Mr. Alqasem has <br />served as project manager on this ongoing project since May 2000. Services include conducting <br />various traffi c engineering studies for the city and reviewing development of regional impact <br />(DRI) studies, traffi c impact studies, traffi c circulation and parking issues, developing conceptual <br />improvement alternatives, and the design of signal plans among other services. <br />General Traffi c Engineering Consultant, City of Miami Beach, FL. Mr. Alqasem has <br />provided services including conducting and reviewing traffi c impact studies, DRI studies, traffi c <br />circulation and parking issues, developing conceptual improvement alternatives and the design <br />of many signal plans within the city, among other services. <br />SR-836 Managed Lanes Corridor Analysis, Miami, FL. Mr. Alqasem was responsible for <br />the analysis and comparison of alternatives for the managed or value-priced lanes compared <br />with the general use lanes’ alternatives for the SR-836 corridor. The micro-simulation model <br />“VISSIM” was successfully utilized for the complex analysis and for the presentation of the 3-D <br />animations generated by the model for the alternatives analyzed. The study recommended the <br />use of the managed lane concept for this vital corridor and also showed that the total vehicular <br />output in the managed lane alternatives exceeded the alternatives with the general use lanes. <br />Alton Road Traffi c Signalization. Mr. Alqasem served as the project manager for this <br />study of the traffi c conditions on Alton Road for the city of Miami Beach. The study identifi ed <br />several improvements including access management and signalization modifi cations to better <br />accommodate traffi c demands and to improve traffi c coordination for platoon progression. This <br />effort was closely coordinated with Miami-Dade County and FDOT. Once the study fi ndings <br />were approved by all parties concerned, Atkins was responsible for designing the signal plans <br />and for obtaining permits from the County and FDOT. <br />Downtown Redevelopment, Traffi c Circulation and Parking Study, City of Miami <br />Springs, FL. This project was a traffi c analysis for the circulation and parking issues related <br />to the redevelopment and land use changes proposed downtown. Services included micro- <br />simulation analyses of a major traffi c circle with signifi cant existing geometric and operational <br />constraints. <br />SR 836 Corridor Improvement Alternatives, Miami, FL. Provided quality control and <br />supervision of the data collection and micro-simulation of the existing and proposed <br />alternatives for this major east-west corridor. <br />Parking Feasibility Study for Bodwitch Point Park, Lee County, FL. As a project engineer, <br />Mr. Alqasem conducted traffi c impact analysis and determined parking needs.
