Mr. Healy’s Atkins experience requires him to <br />work closely with federal agencies—FEMA, FHWA and NRCS—that are involved in emergency <br />response and recovery work. He has gained extensive knowledge of federal programs for <br />reimbursement of emergency debris removal and has coordinated with these agencies in <br />developing contracts, monitoring large debris removal projects, and completing fi nal project <br />documentation for clients throughout Florida and the Southeast. Most recently, he has assisted <br />clients such as Volusia County and the City of Tallahassee in the aftermath of Tropical Storm <br />Fay, coordinating with FEMA to write all project worksheets. He has worked on hurricane <br />preparedness activities for FDOT District Four, updating their Comprehensive Emergency <br />Management Plan, conducting training on debris monitoring and FHWA/FEMA reimbursement <br />programs, coordinating debris removal roles with local governments, and developing contracts <br />for emergency work. Mr. Healy has managed both large and small debris removal monitoring <br />projects, and has supported all phases of emergency management—planning, training, <br />response, and recovery, as well as mitigation. He has hands-on experience with issues that <br />Florida clients face in the aftermath of a debris generating event. Mr. Healy has also gained <br />experience along the Gulf Coast handling marine debris removal and coordinating large-scale <br />recovery efforts while working for MEMA. <br />Mr. Healy’s project experience includes: <br />National Technical Review for the FEMA Hazard Mitigation Assistance Grant <br />Applications, Benefi t-Cost Analysis Team. Mr. Healy has been a team member since 2010, <br />assisting FEMA with the annual national technical review of applications for funding through <br />Pre-Disaster Mitigation (PDM), Repetitive Flood Claims (RFC), Severe Repetitive Loss (SRL), <br />and Flood Mitigation Assistance (FMA) programs. Technical Reviews analyzed and ranked <br />applications based on completeness, credibility, feasibility, and technical accuracy. <br />Debris Monitoring, City of Norfolk Department of Public Works, Norfolk, VA, <br />Hurricane Irene (2011). As project manager, Mr. Healy was the lead consultant to city staff <br />on all debris removal activities related to Hurricane Irene. Atkins documented all debris removal <br />efforts by the city’s forces, as well as their debris removal contractors. He coordinated with <br />VDEQ on all temporary staging sites and fi nal disposal of all storm debris. He oversaw the <br />evaluation and removal of all hazardous trees, limbs, and stumps Citywide, while coordinating <br />with multiple city departments to ensure the required documentation was completed to satisfy <br />FEMA requirements. He worked with FEMA debris specialists on all debris projects and debris <br />eligibility issues. <br />Alabama Public Assistance Support 2011 Tornado Outbreak, Alabama Emergency <br />Management Agency, Clanton, AL. In the aftermath of the tornado outbreak that occurred <br />in late April of 2011, the Alabama Emergency Management Agency (AEMA) has activated its <br />existing contract with Atkins so that our team can provide FEMA Public Assistance Program <br />support. Mr. Healy serves as the senior public assistance (PA) offi cer for debris, providing <br />guidance on debris removal operations to all applicants throughout the State. He is responsible <br />for compiling all debris related reporting, managing fi eld operations of AEMA debris specialists, <br />evaluating requests from applicants regarding private property debris removal and disaster <br />specifi c programs such as Operation Clean Sweep (90/10 funding for catastrophically damaged <br />areas), assisting with congressional inquiries, as well as reporting on operations to senior AEMA <br />staff.
