Mr. Healy was also tasked with conducting <br />the debris removal presentations at all applicant briefi ngs in the immediate aftermath of the <br />disaster, to inform and educate applicants on debris related issues, as well as offer assistance to <br />individual applicants if needed. <br />National Technical Review for the FEMA Hazard Mitigation Assistance Grant <br />Applications, Benefi t-Cost Analysis Team. Mr. Healy has been a team member since 2010, <br />assisting FEMA with the annual national technical review of applications for funding through <br />Pre-Disaster Mitigation (PDM), Repetitive Flood Claims (RFC), Severe Repetitive Loss (SRL), <br />and Flood Mitigation Assistance (FMA) programs. Technical Reviews analyzed and ranked <br />applications based on completeness, credibility, feasibility, and technical accuracy. <br />Disaster Cost Recovery and Related Grants and Project Management (Tropical Storm <br />Fay), Volusia County, FL. This project for Volusia County involved assisting all of the various <br />departments within the County on guidance on FEMA Public Assistance Program eligibility, as <br />well as support in preparing project worksheets (PWs) and compiling backup documentation. <br />As project manager, Mr. Healy worked with the FEMA project specialist in developing and <br />writing all PWs for the County, from the Sheriff’s Department, all Public Works Departments, <br />Animal Control, and others. <br />Disaster Documentation, City of Tallahassee Underground Utility Department <br />(Tropical Storm Fay), Tallahassee FL. This project involved assisting the department with all <br />disaster-related costs. Mr. Healy served as project manager; he conducted interviews and site <br />visits with City personnel to identify damages. He provided guidance on FEMA PA Program <br />eligibility, compiled documentation, and provided fi nancial reconciliation for project worksheets. <br />He also represented the City’s interests in meetings and negotiations with FEMA. <br />Public Assistance Support, West Baton Rouge Parish School Board, Port Allen, <br />Louisiana, Hurricane Gustav (2009). As public assistance coordinator, Mr. Healy assisted <br />the West Baton Rouge Parish School Board with all FEMA grants in the aftermath of <br />Hurricane Gustav. He developed project worksheets, assisted with damage quantifi cations, <br />and coordinated inspections to determine the extent of damage to multiple schools and <br />administration buildings. He coordinated closely with the FEMA lead on all grants issues. Mr. <br />Healy conducted all meetings and site visits with FEMA staff associated with grant development. <br />Hurricane Katrina Recovery Support, Mississippi Emergency Management Agency <br />(MEMA), Biloxi, MS. This project included assisting the state and numerous sub-applicants <br />in identifying and documenting the types and amounts of debris and sedimentation brought <br />in by the storm, securing federal reimbursement from several different agencies for the clean- <br />up, as well as assisting the state with debris funding on FHWA roads, which is funded through <br />the Mississippi Department of Transportation (MDOT). Atkins, working on behalf of the sub- <br />applicants of Mississippi, coordinated with the FEMA Liaison for the Coast Guard Wet Debris <br />Mission and NRCS representatives to ensure that all eligible work was tracked and addressed. <br />Mr. Healy worked closely with the Mississippi Department of Marine Resources (MDMR) to <br />evaluate and develop a plan to accommodate a 200-acre debris fi eld located in the marsh/ <br />wetlands interface within the upland coastal forest, and assisted all sub-applicants located along <br />the coast with various coastal restoration projects. He also worked closely with FEMA closeout <br />specialists, MDOT, FHWA, and the sub-applicants regarding any FHWA/FEMA debris issues. <br />Andrew Healy, PE <br />Grant Writing, FEMA <br />Assistance
