City of Sunny Isles Beach ∙ RFQ No. 12-04-02 – Planning & Urban Design
2-4
each designed to be implemented in a manner yielding statistically-valid results.
These can be conducted in person, over the Internet or via telephone.
Recently, the firm completed a system-wide attitude survey for the Rockford
Illinois Mass Transit System. This was used to determine rider opinion on the level
and quality of service. For the Coastal Communities Transportation Study,
Corradino developed an innovative method of determining the origins and
destination of every vehicle entering and exiting the barrier islands of Miami-
Dade County. License-plate-recognition cameras were placed at every
entrance and exit to this system. License plates were identified and tracked to
see where they came in, departed, or stayed in the system. Understanding
what a city is looking for, and then developing innovative techniques to gain
the best information possible—so that quality data is available for an analysis—is
what makes successful projects.

ENGINEERING AND ECONOMIC FEASIBILITY
REPORTS AND STUDIES
In today’s world economic development is often in the forefront of municipal policy.
The formation of viable economic development initiatives is a complex process.
Most cities’ economic policies simply focus on “jobs,” but lack the detail on how the
jobs will be created. Most cities do not have economic development departments.
Joseph M. Corradino is the immediate past chairman of the Economic
Development Council of South Dade (EDC). The EDC worked to market these locations to site
selectors from various industries. Similarly, they have worked on getting businesses
started so that they can reinvigorate the US-1 Corridors’ lagging retail centers.
Similarly, they are initiating a larger sub-regional economic development plan to
identify potential new industries to diversify the economy in that area of the County.
Mr. Corradino also runs the Economic Development Department for the City of
Homestead. This is part of the Development Service Department consisting of
Planning and Zoning, Building and Business divisions. They work to assist existing
businesses and in bringing new businesses to the city. In performing each of these
tasks, economic analysis is critical. The Louisville Airport Improvement Program the
Corradino Group performed is the largest economic development project in the
history of the State of Kentucky. On smaller scales the firm has worked to examine
the feasibility of municipal infrastructure including buildings, parking garages, transit
systems, roadways and sidewalks. Recently the firm completed a feasibility study for
