City of Sunny Isles Beach ∙ RFQ No. 12-04-02 – Planning & Urban Design
2-19
that the City needs on an as-needed basis. The benefits of selecting a pool of
consultants is the ability to implement plans, studies or designs more quickly than
undergoing the full CCNA process each time an individual project is bid. Typically,
individual projects desired by the City are scoped and provided to the selected
pool of consultants. The consultants bid, and one is selected in an expedited
process. A work order is issued to that consultant and work begins as per the work
orders’ price, scope and time frame.

With a million people visiting this geographically small city each year, the effort to
preserve quality of life must be constantly attended to. Since incorporation, Sunny
Isles Beach has done an excellent job at developing a high quality environment.
What was once a sleepy seaside area with low-rise motels past their prime has
become “Florida’s Riviera.” The City has attained worldwide prominence,
vibrancy, diversity, excellent local governance, and architecturally-stunning
buildings. Sunny Isles Beach is an extremely desirable location in which to live,
work, and play with its unparalleled amenities.

Although successful in providing the best possible services to its residents, the
City faces issues that many communities face, including: transportation, need
for additional park space, redevelopment, and overcrowded schools.

The City has an extensive beach-walk program which allows better connectivity
for residents west of Collins Avenue to access the beach.

The only true north/south corridor serving the City is Collins Avenue, which is
prone to traffic congestion at many times of the day. This will remain the
condition into the future as there is no R-O-W for widening.

Redevelopment of the few remaining oceanfront parcels may be considered a
priority, along with redevelopment of the City’s Town Center area north of Sunny
Isles Beach Boulevard. Currently, the west side of Collins Avenue consists of a
series of shopping centers on parcels that are very much underutilized and also
act as a barrier to the residential areas to the west.

Along with increased densities and intensities (and popularity as a place to live)
comes the need to provide additional services. Completion of additional park
space will be critical along with the need to provide parking for residents and
visitors alike. High-quality residential and commercial projects and their review
are critical to the ongoing success of the City. Yet challenges with parking,
flooding, transportation, and mobility all exist.
