<br />Mr. Lizasoain is an experienced HVAC Engineer for municipal, administrative,
<br />commercial and institutional buildings for the government and private sector. Mr.
<br />Lizasoain is also a Certified Commissioning Agent committed to providing quality
<br />commissioning services from early in the design phase, through construction and
<br />into the warranty period with the ability to oversee commissioning activities for
<br />facilities, while meeting the highest level of LEED building certification feasible. Mr.
<br />Lizasoain has acted as the principal commissioning authority for at least five project
<br />over 50,000 square feet and has extensive knowledge and expertise in the follow:
<br />energy-efficient equipment design and control strategy optimization; writing
<br />commissioning specifications and test procedures, direct digital control (DDC)
<br />systems; monitoring and analyzing system operations using energy management
<br />control system trending and stand-along data logging equipment; commissioning
<br />management; troubleshooting; and sustainable design.
<br />For cooling, Jose is experienced with the design of chilled water systems with a
<br />primary and secondary loop system and with air and water cooled chillers. For
<br />heating, Jose is experienced with the design of water and gas fired boilers, and hot
<br />water systems at 180 degrees F.
<br />As an ACG Certified Commissioning Agent, Mr. Lizasoain has managed LEED-
<br />certification and design; provided commissioning and advanced commissioning;
<br />has experience with controllable systems (lighting, thermal comfort), water
<br />efficiency, energy efficiency, and indoor environmental quality; experience with
<br />materials selection including recycled materials and content and low-emitting
<br />materials selection; and experience with materials reuse.
<br />Project Experience
<br />2012, Flagler County Courthouse Annex Sherriff’s Department Renovations
<br />and Energy Efficient Upgrades, Bunnell, FL – Mr. Lizasoain is a Mechanical
<br />Engineer on the renovations to accommodate the needs of the sheriff’s operations.
<br />Renovations include the following: Add fire sprinkler system, replacement of the
<br />main fire alarm panel, repair exterior windows, confirm fire rated separation
<br />between Historic Courthouse and Annex, replace A/C ductwork, VAV units and
<br />controls, provide a ducted return system, test and balance the new system, replace
<br />all lighting with energy efficient fixtures and lighting controls, replace electrical
<br />power distribution system, new communications data and technologies equipment,
<br />renovate all restrooms to ADA standards, replace all suspended acoustical ceilings
<br />and grid with new efficient acoustic values, replace all water heaters with energy
<br />efficient units.
<br />2010, Orange County Government Barnett Park Gymnasium, Orlando, FL –
<br />Mr. Lizasoain was a Mechanical Engineer for the design of the new Barnett Park
<br />gymnasium that connects to an existing building. A new chiller plant was designed
<br />to provide cooling for the new and existing building.
<br />2010, Orange County Fire & Rescue, Fire Station #35, Orlando, FL – Mr.
<br />Lizasoain was the principal commissioning authority providing commissioning
<br />services for LEED enhanced commissioning. SGM developed the owners OPR
<br />documents, reviewed drawings during construction, developed the commissioning
<br />plan, attended construction meetings, witnessed equipment start up, performed
<br />functional performance tests on the equipment and provided Test & Balance
<br />services. Commissioning procedures were performed following the ACG guidelines
<br />and the requirements of LEED.
<br />2010, Osceola County Sherriff’s Department Fleet Management Center,
<br />Kissimmee, FL – Mr. Lizasoain was a Mechanical Engineer for this 32,000 SF
<br />facility that was converted from an automobile dealership. Mr. Lizasoain’s design for
<br />this project included upgrading of all HVAC equipment, lighting and receptacles in
<br />offices, data outlets, replacement of plumbing fixtures, addition of loading dock, and
<br />the addition of a vehicle fueling station. An emergency generator and distribution
<br />system was designed and installed for all HVAC loads, office lighting and
<br />receptacles, telecommunications equipment, multiple vehicle lift stations, and the
<br />fueling station.
