All of the principals are involved in all levels of the <br />decision - making process and all work out of a sin- <br />gle office. Under this type of contract, the in -house <br />team assigned to a project remains committed to <br />that project for its duration, further enhancing pro- <br />ject team coordination. This system of communi- <br />cation and continuity has resulted in an impressive <br />record of successfully completed public projects. <br />WA also makes sure to communicate not only with <br />the City, but when necessary the citizens though <br />workshops and charrettes to convey its designs <br />and gain public input into their project. <br />For 35 years, WA has continued to remain strong <br />with a dedicated management staff that has an <br />average tenure of 29 years with the firm. With a <br />stable staffing level and exceptional professional <br />expertise, WA has been able to respond to pro- <br />jects of any scope and complexity while assuring <br />the personal contact and attention required for <br />efficient and productive services. <br />The resources of the team brings the expertise <br />and depth of resources required to successfully <br />deliver projects under this contract on time and on <br />budget. The team will be organized beginning with <br />the Principal -in- Charge (PIC), Julio E. Alvarez, <br />PE, who will direct the overall effort of the team, <br />and will be responsible for allocating personnel, <br />financial and production resources necessary to <br />execute the work plan and accomplish the pro- <br />ject's goals and objectives. The PIC, working <br />closely with the project manager, will monitor the <br />project's progress to ensure adherence to contrac- <br />tual terms and conduct periodic audits of schedule <br />and technical performance of all in -house person- <br />nel as well as outside consultants. <br />Project Manager <br />With more than 30 years of experience Marcel <br />Morlote, AIA has extensive design experience with <br />a diverse range of projects. He has served as the <br />project manager or principal -in- charge for several <br />projects for the City of Miami Beach, Village of <br />ARCHITECTURE <br />ENGINEERING <br />PLANNING <br />INTERIOR DESIGN <br />City of Sunny Isles Beach <br />Page 14 ' <br />Pinecrest, Town of Cutler Bay. Mr. Morlote is cur- <br />rently the project manager on the well received <br />Flamingo Park Master Plan and Tennis Center <br />projects and therefore brings recent and relevant <br />work experience as well as a strong knowledge of <br />local codes and construction practices, and design <br />and management requirements for this type of <br />project. <br />Project Management <br />All of WA's managers employ a demonstrated <br />management approach that is highly effective in <br />ensuring both quality and contract compliance in <br />the performance of similar types of projects. This <br />approach comprises the following critical compo- <br />nents: <br />• An organizational structure with clear lines of <br />authority, responsibility, accountability and <br />communication <br />• A team led by a project manager with a <br />proven track record of managing multitask <br />contracts <br />• Tools that support the project manager in <br />planning, scheduling, budgeting, performance <br />measurement, evaluation and quality control <br />• Project tracking and documentation proce- <br />dures and systems for early identification of <br />performance issues <br />• A methodology for timely corrective action, as <br />required <br />• Formalized communication to facilitate team- <br />work <br />afl �: <br />pt 7-P <br />
